GACC Registration is a compulsory registration for foreign food manufacturers, processors, and storage enterprises with the General Administration of Customs of China (GACC). It was introduced under Decree 248 and Decree 249, effective from 1 January 2022. It is mandatory because no food product can be legally exported to or enter China without valid GACC registration. Chinese customs strictly verify this registration at all ports of entry, and any shipment without it is not allowed clearance.
Any Indian company that makes, processes, or stores food for export to China must register with GACC. This includes rice, spices, seafood, dairy, oils, and nut processing units. Trading companies that don’t handle food directly are exempt, but their manufacturers or suppliers must be registered.
There are two pathways for GACC Registration: Pathway 1 is the Government-Recommended route under Decree 248 for high-risk products like meat, seafood, dairy, grains, and spices, where registration is done through Indian authorities such as FSSAI, EIA, or APEDA, while Pathway 2 is the Self-Registration route under Decree 249 for all other food products, where enterprises directly register on the GACC CIFER portal.
The 18 high-risk categories under Decree 248 include meat and meat products, casings, aquatic products, dairy products, bird’s nest, bee products, eggs and egg products, edible oils and fats, stuffed pasta, grains and milled grain products, fresh and dehydrated vegetables, dried beans, spices, nuts and seeds, dried fruits, unroasted coffee and cocoa beans, and special dietary foods such as infant formula.
