Bureau of Energy Efficiency Certification - An Overview The Indian Government brought out the Bureau of Energy Efficiency Certification (BEE Certification) to ensure that the principles of the Energy Conservation Act are followed. Main Regulatory Body/ Authority for Bureau of Energy Efficiency The main regulatory body or authority for BEE Certification (Bureau of Energy Efficiency) is the Government of India. Under the Energy Conservation Act, 2001 there are 10 chapters which deal with energy conservation in India. What is the meaning of Standards and Labelling under BEE Certification? There are particular limits known as standards related to energy efficiency. This would apply to the consumption levels of manufactured products. Procedure for Bureau of Energy Efficiency Certification (BEE Certification) The Bureau of Energy Efficiency Certification is completely an online process. However the company or industry manufacturing the product has to first register under the specific legislation for the BEE Certification. The bureau of energy efficiency certification label is provided to the company after this process. To consider this, the company has to first utilise the process under clause 2(n) of section 13 of the Energy Conservation Act, 2001. When the company registers with the BEE an agreement would be given to the company. The company has to comply with the provisions of the agreement. The following steps have to be considered by the company: Log into the S & L Portal In the first step, the company has to login to the Standards and labels portal which is found in the following link. Once the company considers this, then the company has to click on ‘Register New Agency’. The applicant would be redirected to another page to provide relevant information. Provide Information After clicking on the Register New Agency, the applicant would be redirected to another webpage. All information related to the registration process must be filled by the applicant. Pay the Fees In the next step, the applicant has to pay the requisite fee for the application. The fee for the application would only cover the fee related to registration. Reference ID and Security Deposit In the next step, the applicant would have to enter details related to the reference ID. The security deposit has to be paid by the applicant. For a company is security deposit would be Rs. 1 lakh and for a SSI or Small Scale Industry, the security deposit would be Rs. 25,000/-. The mode of payment can be online or through a bank. Attach documents to the form In the next step; the applicant would have to attach the requisite documentation along with the application form. The registration agreement which is on a Rs. 100/- non judicial stamp paper must also be affixed with the registration form. All the documents have to be submitted in hard copy. Along with this the applicant has to ensure that the signature is present in the form. The Bureau of Energy Efficiency would verify the application along with the documentation. Procedure for Apply for a Model under BEE Certification To apply for a particular model under BEE certification, there is a separate application. The applicant has to individually apply for different models. The following procedure and process has to be considered for applying for a specific model: The applicant has to login to the S & L Portal. Then go and register the particular model for Bureau of Energy Efficiency Certification. After this the applicant has to pay the prescribed fee of Rs. 1000/-. After this a copy of the application form has to be printed. Along with this documentation must be appended to the form. Documents Required for BEE Certification The applicant has to ensure that the documents submitted by the applicant are in proper order. This would be required to be carried out by the applicant in order to ensure that the application registration is not delayed or rejected. There are specific guidelines which are required to be followed by the applicant for Bureau of Energy Efficiency Certification. The documents can be either submitted in hard-copy form or submitted online. All the documents have to be submitted in a particular sequence as stated in online. Documents have to be filed in accordance to the bureau. If the above process is not followed, then such application would be in non-compliance with the requirements. The following documents have to be submitted for the certification: Covering Letter for the Registration and Application. The covering letter has to be in prescribed format as mentioned in Annexure -1 for a fresh application. If the covering letter is in the format as stated in Annexure-2 then this would be for a renewal. Registration Fee- Rs. 1 Lakh for a large scale industry and Rs. 25,000/- for a small scale industry or MSME. Such registration would be applicable only for one product and one brand. Payment can be done through DD. If done through DD then it has to be in the favour of “Bureau of Energy Efficiency”, payable at New Delhi. If the payment is carried out online, then the documents have to be attached online. The company registration form must be printed by the applicant. BEE Agreement and User Label which is filed in the Rs. 100/- Non Judicial Stamp Paper. If the applicant wants to participate in a particular S & L scheme then such document would be applicable. Such agreement would be valid for a period of three years. Certificate of Trade Mark of the particular brand along with the use of the label. If the applicant is a small scale industry, then the copy of the SSI certificate must be provided by the applicant. ISO 9001 quality management certificate. If there are different centres for manufacturing then all the certificates have to be submitted to the bureau. BIS License ( Such document is mandatory with the issue number). Note: The documents must be uploaded online, before sending the documents to the BEE. Through this the BEE would scrutinise the validity of the documents. Documents which have to be submitted for Model Registration Covering Letter ( Annexure 3, 4, 5) For each Model registration the fee for registration is Rs. 10,000/- Payment can be done through DD. If done through DD then it has to be in the favour of “Bureau of Energy Efficiency”, payable at New Delhi. If the payment is carried out online, then the documents have to be attached online. Print the Copy of the Online Registration Form. Print the Copy of the Mandatory Form. Test Results- Such report or the result must be signed and sealed by the company. The standards related to the test report have to meet the standards as per the NABL. Such test results must be printed and made on the letter head of the company.
