In recent years, large number Milk operator has applied for FSSAI License for milk products hence, FSSAI Dept[1]. has notified the community about the amendments it has made to the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011 relating to the microbiological standards for milk and milk products. Once published in the Official Gazette, the amendments will be called the Food Safety and Standards (Food Products Standards and Food Additives) Tenth Amendment Regulations, 2016. These amendments will come into force one year after the date of publication.

Why do we need FSSAI License for milk and milk products?

The Food Safety and Standards Act has come into effect by replacing the PFA Act. The Milk and Milk Products Order has also come under the Food Act by name Milk and Milk Products Regulations. Under the Food Act, the Food Safety and Standards Authority has been set up to administer the Food Act. FSSAI License for Milk and milk product is mandatory. You may apply for FSSAI License if your turnover is more than 12 lac in an FY and in case of lower turnover you can apply for FSSAI Registration.According to the amendments, the FBOs will have to follow the microbial standards for milk and milk products according to the following criterion:

  • Process Hygiene Criteria
  • Food Safety Criteria

It is imperative for the Food Business Operator to maintain good hygienic practices in the entire process of the milk chain, from the manufacturing of the milk product to selling it in the market.

Milk and milk products must have a microbiological and chemical analysis in accordance with the standards laid down under the rules and regulations, and there must be periodical testing of the products whenever required to ensure the quality of the product and make sure that they are free from any kind of contamination or adulteration. FSSAI should conduct regular monitoring of milk and products supplies to identify and assess trends in regards to food contamination.

  • Pasteurized/boiled Milk/ flavored Milk
  • Sweetened Condensed Milk
  • Sterilized milk /UHT milk / Evaporated Milk
  • Sterilized / UHT Cream
  • Pasteurized Cream
  • Pasteurized Butter Milk Powder; SMP, Partly SMP; Dairy Whitener; Cream Powder Ice Cream Mix Powder; Lactose; Whey based Powder; Butter Milk Powder; Casein Powder 3
  • Infant Milk Food, Infant Formulae, Infant Milk Substitute, Follow Up Formula, Cereal Based Complimentary food
  • Paneer/ Chhana/ Chhana based sweets
  • Ice Cream, Frozen Dessert, Milk Lolly, Ice Candy
  • Fermented Milk Products
  • Khoa/ Khoa based sweets
  • Processed Cheese/ Cheese Spread
  • All other cheeses categories including fresh cheeses / Cheddar / Cottage /Soft /Semi-Soft

Labelling requirements for milk and milk products

Also, milk and milk products must have proper labelling as per the rules and regulations laid by the statutory authority. The label is important as it conveys to the consumer information about what is contained in the package. The label must have content that is clear, prominent and easily readable by the consumers. It must include important details like the name of product, name, and address of the manufacturer, date of manufacturing, net weight, batch number, best before and expiration date as mentioned in the regulation.

Packaging guidelines for milk products

FSSAI has laid down guidelines for packaging of milk products. With the development of technology, new packaging techniques have been introduced. Machines are now assisting in packaging of milk and other dairy items.

The most common way of packaging milk products is by using pouch. As soft pouches are environmentally safe, manageable and tight-fisted, they are more preferred than bottles, cans etc.
