The UAE audit practice is a regulated professional activity in the UAE. The process of obtaining a UAE audit firm license goes beyond merely setting up a business. Individual auditors require professional registration in addition to obtaining approval from the relevant authorities, while the audit firm should be licensed professionally and economically/trade wise before offering any regulated audit service.
It is necessary to note that the needs of individuals and firms are different. In other words, professional accreditation like CPA or ACCA might prove useful in obtaining certain registration routes, but will never automatically substitute for UAE regulatory registration or audit practice approval. It all depends on various parameters such as the applicant’s qualifications, the structure of the firm, jurisdiction, ownership scheme, and type of clients or regulated sector served.
Need guidance on securing your UAE audit firm license? Enterslice can help you navigate every approval stage with confidence.
The UAE audit firm license is made up of several regulations as opposed to just one form of regulation. The reason behind this is that, in Federal Decree-Law No. 41 of 2023, the professional license gives the right to practise the auditing and accounting profession, while the economic or trade license allows the business to operate its licensed business operations in the concerned emirate. These regulated activity approvals serve different purposes and are not interchangeable.
There is a regulatory difference between individual and firm registration. An individual, such as a Chartered Accountant providing audit services, needs to have individual professional registration or be listed on the relevant Auditors Register, whereas the audit firm needs to have its own professional license and register itself. In some instances, a foreign branch of an accounting firm requires a distinct registration process based on the requirements of the UAE regulations.

The role of audit and assurance is important in ensuring that there is continued trust in financial statements. The profession in the UAE is regulated to ensure that the auditors have the necessary professional expertise, follow accepted standards, are independent, respect confidentiality, and are held accountable for the work that they do. It will help to improve investor confidence, decision-making in businesses, and overall transparency within the economy. Federal Decree-Law No. 41 of 2023 indicates regulation of the profession, quality of service, and accountability as some of its objectives.
The scope of regulated services goes beyond statutory audit. These include auditing and reviewing financial information and other assurance and professional services done in line with accepted auditing standards and professional standards. Therefore, the firms involved in regulated audit services will have to adhere to relevant licensing, registration, and professional requirements.
The federal regulator of the auditing and accounting profession is the Ministry of Economy. It is currently known as the Ministry of Economy & Tourism. This includes, among other things, professional regulation, licensing of auditors and firms, inspections, professional standards management and approvals for recognised fellowship schemes in the profession. The Ministry also holds important regulatory instruments regarding those who may conduct the regulated audit activities in the UAE.
Depending on the type of business and its activities, there could be other authorities which have a role:
Each entity will have a different role to play and will not give the same license or approval.
An analysis of the conditions for audit firms’ requirements in the UAE should involve examining the conditions for individual auditors and the conditions for the approval of the audit firm itself.
To be eligible for UAE auditor registration, one is normally expected to satisfy the professional and regulatory conditions set out by the Ministry. These conditions include:
The current published conditions of the Ministry provide for a minimum of five years of practical auditing experience following the completion of the academic qualifications.
Recognised qualifications like ACCA, AICPA, ICAEW and many other internationally recognised qualifications may have a significant role in the UAE Fellowship system. There may be some fellows who may be exempted from some specific Fellowship examinations. Being a member of ACCA or having a CPA designation does not imply having a UAE professional license. Separate regulatory registration and approvals will be needed.
In addition to individual qualifications, an Accounting Firm should meet certain firm qualifications as follows:
Foreign accounting firms may also qualify for the branch route, depending on the applicable regulations.

The early preparation of the proper documentation will assist in minimising any delays in the UAE audit firm registration process.
The applicant for UAE auditor registration is supposed to present:
A local firm requires documents related to its legal and professional existence, which include:
Some documents that might be required from foreign accounting firm branches include:
Not sure if your documents meet the latest Ministry requirements? Enterslice can help review and organise your application package before submission.
Determine whether the practice will be conducted individually or by a local audit firm, a branch of a local audit firm, or a foreign accounting firm branch. Your appropriate licensing route would depend on your choice of structure.
Check your qualifications, auditing experience, fellowship status, and eligibility criteria for ACCA, CPA, or EAAA before proceeding.
Apply to the Ministry’s relevant service and comply with individual registration criteria appropriate to your situation. (Individual auditor: AED 100 application fee + AED 4,500 registration fee for 3 years)
Once you get through the professional pathway, register your firm and obtain the necessary economic/trade license (a mainland trade license typically costs approx. AED 15,000-AED 30,000 a year, depending on the emirate and premises). Both actions are independent of each other and must be performed separately by all firms before they can start working.
Get the necessary professional indemnity insurance, which differs according to whether you are an individual practitioner, a local firm, or a foreign branch.
Present firm information, fulfil the regulatory requirements, and carry out the relevant registration and payment procedures.
There may be some other approvals that you will need to obtain. This could include an SCA accreditation for auditors working with public joint-stock companies and mutual funds or approved-auditors lists held by some free zones.
Don’t think that your ACCA, CPA, or other professional qualification entitles you to start working. Audit services can begin only after you have received all necessary professional registrations, firm approval, licensing, and other authorisations.
The Ministry levies certain fees related to professional registration and licensing procedures. Published fees currently stand at:
These fees pertain to Ministry registration and should be distinguished from costs involved in establishing and running the business.
Important Note: Contrary to the Ministry registration fees, the above-mentioned expenses do not apply according to a UAE-wide fee schedule. The total will depend on the particular jurisdiction, type of business, professional track chosen, and other regulatory requirements relevant to the audit practice.
The service standards announced by the Ministry reflect relatively short service times after the submission of a completed application. At present, the service times are as follows:
It is necessary to draw a distinction between the duration of service processing and the total set-up time needed to launch an audit business. Although the Ministry will process an application within the specified timeframe, the full set-up procedure could last longer owing to:
For this reason, applicants are advised to use the given timelines as their target regulatory processing time, not necessarily as the total time needed to set up the business.
UAE audit firm registration does not last forever. The regulatory regime includes provisions for registration renewals for periods of one to three years, depending on the registration type. Renewal requests must be made during the designated time frame prior to expiration of the current registration in order to continue practising uninterrupted.
Professional competency is an ever-present requirement. Under the UAE Fellowship, the holders of a Fellowship Certificate are required to do 30 hours of continuing professional education (CPE) each year to maintain their Fellowship status. This is in addition to the registration requirements of the firm itself and not to be confused with registration renewals by the Ministry.
Audit firms must have up-to-date professional indemnity insurance for the duration of their registration period. The insurance should stay in tune with the structure and business activity of the firm.
The following are required of audit firms:
Even competent professionals will experience delays in case of missing important regulatory requirements. Prior to applying, make sure you have gone through this checklist:
Assuming that holding an ACCA or CPA qualification means being authorised to practise in the UAE.
Careful consideration of the above can assist in avoiding any unnecessary delay or information request during the application process.
Running an audit business without the necessary professional licenses can put people in significant regulatory trouble. According to Federal Decree-Law No. 41 of 2023, the sanctions include a warning letter, administrative penalties from AED 10,000 to AED 1 million, prohibition from engaging in activities, or revocation of the professional license.
Additionally, there are criminal sanctions for engaging in such activity without a professional license. They include imprisonment for not less than three months and/or fines from AED 100,000 to AED 2 million. In some cases, the court may also impose the penalty of the revocation of the license or closure of the accounting office.
Aside from the legal sanctions, non-compliance could impact client acceptance, professional standing, inspections by regulators, business operations, and the acceptance of audit reports where regulatory approval is anticipated. Having the proper approvals would ensure that not only will the reputation of the firm be preserved, but that it will also continue to function efficiently.
The ACCA member seeks to practise audit in the UAE. This can include verifying his or her eligibility according to the UAE Fellowship scheme, getting the individual Ministry registration, securing any required economic/trade license and then starting to practise. An ACCA designation cannot be considered a replacement for UAE regulatory registration.
Two auditors, both of whom have the necessary qualifications, choose to form an auditing company. While individual requirements should be met by the two professionals, the company will obtain its own Ministry registration, economic license, professional indemnity insurance and comply with all other requirements on a continuing basis.
Overseas audit practice can set up a UAE office using the foreign firm registration process. It generally involves the submission of the constitutive documentation of the parent company, professional practice in the home country, authorisation of a representative, branch licensing, and meeting UAE regulatory requirements.
Establishing an audit practice generally requires several levels of regulation, and Enterslice can help throughout the process. We will help companies conduct regulatory path assessments, entity and structuring advice, documentation checklists, Ministry registration assistance, economic or trade licensing assistance, insurance and documentation needs, application preparation and compliance assistance for renewal and other purposes.
Individuals wishing to pursue regulated professional activities need to find out first of all if there is a need for Regulated Activity Approval for the particular activity prior to licensing.
Regardless of your status, whether you are an individual professional, a local accounting firm or a foreign one that plans to enter the UAE market, we will assist in conducting the approval process through the identification of applicable regulations and assistance with the necessary registration and documentation process.
Securing a UAE audit firm license is not just about having an internationally recognised qualification certificate. Even though CPA or ACCA will assist with your eligibility criteria, it cannot substitute for the license issued under UAE regulations. Each of the individual auditor registration, firm registration, Ministry professional license and economic/trade license must be considered separately.
It is important to know if there are any other approvals for the specific industry in question, since compliance will continue even after registration through renewals, professional development, insurance, and quality control, among other regulatory requirements. Having prior knowledge of all approval procedures will go a long way in minimising possible issues and delays.

Yes, but holding an ACCA or CPA qualification alone does not automatically allow you to practise as an auditor in the UAE. These qualifications can support eligibility under the UAE Fellowship framework, but applicants must still meet the applicable experience, registration, and licensing requirements set by the Ministry before providing regulated audit services.
No. This is one of the most common points of confusion. A trade license allows a business to operate as a legal entity, while the Ministry's professional registration authorises the performance of regulated audit services. In most cases, an audit practice needs both approvals to operate compliantly.
The official Ministry fee depends on the registration route. For example, individual auditor registration currently carries a registration fee of AED 4,500, while a local audit firm registration is AED 10,500, in addition to the application fee. Trade license, insurance, office, and document-related costs are separate and may vary.
According to the Ministry's published service standards, individual auditor registration is generally processed within three working days after submission of a complete application. However, the overall setup process can take longer if additional documents, licensing approvals, insurance arrangements, or Fellowship-related requirements are still pending.
No. A trade license by itself does not authorise a firm to carry out regulated audit work. Audit services are professionally regulated in the UAE, and firms must obtain the required Ministry registration before commencing practice. Operating without the necessary approval can result in regulatory, disciplinary, and legal consequences.
