In order to secure a UAE insurance broker license, an evaluation must be carried out to understand the activity being undertaken and the regulatory process involved. In the UAE, insurance brokers and insurance agents have different roles and are required to be registered according to different processes.
The Central Bank of the UAE (CBUAE) is the main body that businesses need to refer to for any insurance intermediary regulations. Businesses must be aware of the process, including the criteria, documentation needed, financial requirements, fees, duration, and compliance, before embarking on any activities. This guide will assist businesses in choosing the right license process.
Looking for assistance in choosing the right insurance intermediary process? Enterslice can assist you with UAE insurance broker licensing and CBUAE compliance.
An insurance broker is an independent intermediary who assists a private individual or business enterprise seeking insurance with the insurance company. Unlike the insurance company, the broker works towards providing their clients with information on suitable insurance products and transactions. Brokers usually receive commissions or any other acceptable compensation as permitted by the applicable rules and regulations, together with their arrangements with the insurance companies.
An approval granted by the CBUAE to an insurance brokerage gives the applicant entitlement to undertake the approved activity under the approved brokerage category. Presently, there are three insurance categories as follows:
Applicants need to choose the right category at the time of licensing, since one license does not automatically cover all types of insurance activities.
There are regulations for the operations of insurance brokering and agency services for the purpose of ensuring protection for clients and the insurance market. Through regulatory approvals, the process ensures that insurance brokers and agents have sufficient financial capability and qualified staff. In addition, the regulations will facilitate good risk management and internal control within the industry. The process ensures fair dealings with clients, transparency of transactions in the insurance business, and the integrity of the insurance business itself by requiring compliance with certain standards by the regulated entity.
The Central Bank of the UAE (CBUAE) acts as the main regulator in connection with the insurance brokerage licensing and insurance agency registration procedures. The applicant needs to use the specific licensing or registration service of the CBUAE that applies to his/her insurance activities.
Regulatory approval is independent of:
This would depend upon the nature of the business, the jurisdiction, and the insurance activity conducted.
A UAE insurance broker license is needed for companies operating independently as intermediaries in dealings between insurance seekers and insurance companies. A broker represents the interests of their clients while providing them with insurance services, which necessitates obtaining CBUAE’s brokerage approval prior to practising their activity.
An insurance agent works on behalf of the insurer under the agency agreement and will have a different route for registration. There is a different way to register corporate insurance agencies and individual insurance agents in the CBUAE.
The current framework of insurance broker license requirements in the UAE allows for various organisational forms, such as incorporation of a company in the UAE for the purpose of engaging in the activities of insurance brokerage, a branch of a company incorporated in a financial free zone, and a branch of a foreign company, among other necessary conditions. In the case of foreign and free zone branches, requirements might relate to licensing, regulation and supervision, experience, and presence in the UAE.
The present model requires at least 51% UAE national ownership of the paid-up capital of the broker incorporated in the UAE, provided that the most up-to-date legislation stipulates this requirement.
The applicant should provide proof of proper management, proper staffing, relevant experience, operational readiness, proper corporate governance, and competence in conducting brokerage activities, as required of the applicant.
Insurance agents and corporate insurance agencies have distinct registration requirements. An applicant’s compliance with the requirements for the UAE insurance broker license does not guarantee agent qualification.

To apply for a UAE insurance broker license, one must prepare the following beforehand:
Documents to prepare before application submission: corporate records, management records, technical staff records, financial records, operational procedures and supporting compliance materials.
Insurance agent applications might ask for constitutional documents, an authentic copy of the agency agreement, commercial registration records, and information about the managing individual. The required documents would depend on the type of agent applying and registration rules.

Decide how the company is going to act in terms of a broker, an agent, or other types of insurance intermediaries. Establish which insurance categories the business will deal with, as well as whether reinsurance operations are envisaged.
Find out whether the applicant will be a UAE-based company or will be eligible to act as a branch of a foreign financial entity or of a financial free zone entity.
Confirm the necessary capital (AED 3,000,000 for a UAE-established broker; AED 10,000,000 for a foreign or financial free zone branch), ownership, and management or technical personnel requirements prior to starting this process.
Collect all necessary documentation for incorporation and regulatory purposes for the chosen method of setting up a company.
An application to CBUAE for the licensing of an insurance brokerage company is made using CBUAE’s online application facility, together with all relevant documentation.
After reviewing the application, the CBUAE may ask for more information or evaluate the qualifications and preparedness of important personnel.
Applicants must meet all remaining conditions and pay the necessary fees (CBUAE broker registration fee: AED 10,000). Any provisional approval cannot be seen as authorisation to start regulated operations.
Ensure that you have received the final license or registration, along with any other commercial approvals, before starting insurance operations.
In the case of determining the cost of an insurance broker license in the UAE, the regulatory costs as well as establishment costs should be taken into account. According to the CBUAE broker registration service, the cost of registration is AED 10,000, which should be paid when applying for a certificate. The cost of the corporate insurance agency service is also AED 10,000, but this fact cannot be considered as proof of equal cost of all agent registration options.
Apart from the regulatory costs, total establishment costs may include the following:
The total cost will depend on the chosen business model, route of regulation and applicable requirements.
The CBUAE currently takes 20 business days for insurance broker license registration and 15 business days for corporate insurance agency registration after submission of the full application. This is the published estimate of time and must not be considered a guarantee of the total time taken to establish the business.
The process can take more time due to a lack of documentation, unresolved issues related to financial security or insurance, technical interviews, questions raised by the regulator, and incorporation issues of the company. Before submitting the application, applicants are advised to confirm the current published service duration.
Once the authorisation is obtained, insurance intermediaries should keep on fulfilling all the relevant financial, corporate governance, risk management, and internal control requirements. Compliance with the rules is a continuous process, which is also part of maintaining regulatory standing and operations.
The firms should behave with their clients in a fair and open manner. This is especially important when acting in the best interests of the clients while comparing different insurance products, obtaining necessary authorisations from the clients, and providing correct information in the process of underwriting.
The companies should keep relevant records, fulfil the respective regulatory reporting requirements and inform the CBUAE about any relevant personnel and management changes when required by the respective framework.
It is necessary for license holders to pay attention to such issues as the expiration dates, requirements for renewals, changes in ownership or management, as well as changes in activities approved by the CBUAE. Renewal procedures and timelines could vary between broker registration and agent registration, and hence the requirements must be verified for the specific type of license.
The following issues may cause a delay in your application approval or even result in the wrong application:
A careful consideration of the above prior to submitting an application can eliminate unnecessary delays.
Undertaking the activities of an insurance broker in the absence of the mandatory license to undertake such activities in the UAE is not allowed under the relevant regulations. Businesses must not use individuals who have not obtained any licenses to undertake insurance brokerage activities.
Undertaking such activity without having obtained the necessary authorisation will put a business at risk of regulatory measures and will make it difficult for it to undertake its intended insurance activity. The issue may also affect the business relationships, regulatory standing, and continuity of business.
The registration of agents is another regulatory requirement. Businesses and individuals need to satisfy the appropriate agent registration requirements before embarking on the undertaking of regulated agency activities.
Enterslice assists businesses in its Regulated Activity Approval service by identifying the right broker or agent approval approach, determining the UAE insurance broker license eligibility criteria, evaluating capital and documentation needs, managing the business registration process and regulatory filing, assisting with document preparation, and managing the application process. Enterslice assists companies in understanding their compliance obligations so that they can make the right decisions throughout the entire approval process.
Selecting the appropriate channel for approval is one of the most crucial steps to take when getting into the UAE market for insurance intermediaries. It all depends on whether the business needs the UAE insurance broker license or the insurance agent approval, based on its intended operations, business plan, entity structure, and other regulations. It is advisable for businesses to first evaluate their eligibility, capital requirements, documentation requirements, and preparedness for the application process.
It should be noted that regulatory requirements may vary from time to time. Therefore, applicants should familiarise themselves with the current regulations set by CBUAE regarding the provision of services and obtaining the necessary license before investing any money, setting up the structure, or launching any insurance-related activities.

To obtain a UAE insurance broker license, an applicant must identify the appropriate brokerage category, confirm an eligible business structure, meet applicable capital and ownership requirements, prepare supporting documents, submit the CBUAE application, and complete the review process. Businesses should satisfy all outstanding conditions and obtain final authorisation before commencing regulated insurance activities.
An insurance broker independently intermediates between clients and insurers, helping arrange suitable insurance coverage. An insurance agent, by contrast, acts on behalf of an insurer under an agency arrangement. Because their roles differ, they are subject to separate registration routes, eligibility requirements, and regulatory obligations.
Under the current framework, a broker established in the UAE must maintain minimum paid-up capital of AED 3 million. For certain foreign broker branches and branches of financial-free-zone brokers, the minimum paid-up capital is AED 10 million. Applicants should verify the latest operative requirements before applying.
The CBUAE's published insurance broker registration service lists a registration fee of AED 10,000. However, this represents the stated regulatory registration fee only. Total business setup costs may also include company incorporation (trade license approx. AED 15,000-30,000 a year), professional liability insurance, bank guarantee arrangements, office setup, and document-related expenses.
The CBUAE currently publishes an estimated processing time of 20 business days for insurance broker registration. However, the overall timeline can be longer if company incorporation remains incomplete, supporting documents are missing, financial arrangements are pending, or additional information is requested during the regulatory review process.
