Customs Circular 01/2024: Authorization of Booking Post Offices

On 1st February 2024, a CBIC or Central Board of Indirect Taxes and Customs on their official website https://www.cbic.gov.in/entities/gst notified a circular on the authorization of Booking Post Offices and their respective corresponding Foreign Post Offices according to the Postal Export Regulations,2022, under the guidance of Ministry of Finance, Government of India.

Insights of the Circular

This circular has been sent by the Department of Revenue with the subject of the authorization of booking post offices and their corresponding foreign post offices in terms of postal export regulation,2022.

This notification has sought attention for instructing or directing to the respective Postal Export Regulations,2022 that have been issued under notifications no.104/2022-customs (N.T) dated 09.12.2022, accompanied with the implementation instructions under circular no.25/2022-customs dated 09.12.2022, Circular No.06/2023-customs dated 01.03.2023, circular 20/2023-customs dated 07.08.2023, and circular 27/2023-customs dated 01.11.2023, through which total number of 1001 authorization of booking post offices has been authorized under the department of Post was communicated through the circular, that a new authorization of booking post offices has been implemented and has to add with the previous authorization of booking post offices, to take all the necessary actions and implementation if any referring to the concerned authorities.

According to the 6(1) of Postal Export Regulations through an official communication dated 23.01.2024 (we have enclosed the said notification above), it has authorized the addition of 14 Booking Post offices to accept and receive consignments to export businesses.

This circular, as an office memorandum, was circulated on 23.01.2024 via a subject on authorizing booking post offices for electronic filing of export postal bills, adding 14 more authorizations of booking post offices with the existing 1001 authorizations of booking post offices. This circular has mentioned various details of authorization of booking post offices, such as addresses of foreign post offices for the electronic filing of Postal bills of export. However, post offices along with the Dak Ghar Niryat Kendra facility are included in the earlier notification on Dak Ghar Niryat Kendra from time to time.

The list of authorized booking post offices is Ilakal So, Somwarpet SO, E-commerce centre, Delhi RMS, BPC, Market Road, Shiggaon SO, Karaikal MDG, Jaipur BPC, Jetpur MDG, Mangrol MDG, Gondal Head Post Office, Along MDG, Maniabandha SO, Udyog Nagar Sub Post Office, and corresponding foreign post offices are Bengaluru, Delhi, Chennai, Ahmedabad, Kolkata.

This given list of authorizations for booking post offices can accept electronic filing of Postal Bill of export along with accepting the international mail articles that are indeed booked through the DNK portal.

DNK or Dak Ghar Niryat Kendra is an initiative taken by the government of India through the Department of Post and CBIC, allowing small business exporters to file an electronic portal bill and thus present the said parcel to the nearest Dak Ghar Niryat Kendra for exporting the respective consignment.

This circular is nothing but a reminder to businesses and individuals that are connected with international mail and exports to take note of various compliance and regulations that have been updated in the customs and postal regulations to expand the authorized booking post offices network. Thus, an individual engaged in day-to-day export businesses needs to keep oneself updated through a designated authorized post office or a Cebic website.
