The article talks about the AEO Package and the relaxations given to MSME in relation to AEO.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is an AEO Package?<\/h2>\n\n\n\n<p>AEO stands for Authorized Economic Operator. This program is based on the partnership between the business &amp; customs, wherein the economic operator is granted such status. The program determines the reliability &amp; trustworthiness of the economic operator.<\/p>\n\n\n\n<p><strong><em>The reliability of the operator is determined based on:<\/em><\/strong><\/p>\n\n\n\n<ul><li><a class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemTitle&gt;Accounting&lt;\/div&gt;&lt;div class=glossaryItemBody&gt;Accounting is the language of business, serving as the backbone of financial management and decision-making. It involves the systematic recording, analysis, and reporting of financial(...)&lt;\/div&gt;\"  href=\"https:\/\/enterslice.com\/learning\/terms\/accounting\/\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'>Accounting<\/a> system<\/li><li>Compliance with customs legislation<\/li><li>Appropriate security standards<\/li><li>Solvency standards.<\/li><\/ul>\n\n\n\n<p>It allows simplified procedures to be followed by the company&rsquo;s security-related custom control and simplifying compliance with the customs legislation.<\/p>\n\n\n\n<p>It aims to boost the international supply chain security and to ease the movement of lawful goods.<\/p>\n\n\n\n<p><strong><em>It incorporates the following objectives:<\/em><\/strong><\/p>\n\n\n\n<ul><li>To delink payment and clearance;<\/li><li>To accept paperless declaration;<\/li><li>Increases efficiency;<\/li><li>Self-certification;<\/li><li>Earliest refund and drawback;<\/li><li>Request based examination\/inspection etc.<\/li><\/ul>\n\n\n\n<p>AEO is a voluntary program and includes various international supply chain participants. It enables the Indian Customs to develop and restructure the cargo security via close co-operation with the principle stakeholders of the global supply chain (includes importers, exporters, custodians, etc).<\/p>\n\n\n\n<p><strong><em>Some certificates allow different permission:<\/em><\/strong><\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"699\" height=\"387\" src=\"https:\/\/enterslice.com\/learning\/wp-content\/uploads\/2021\/04\/image001-7.png\" alt=\"Certificates to allow permissions\" class=\"wp-image-48672\" srcset=\"https:\/\/enterslice.com\/learning\/wp-content\/uploads\/2021\/04\/image001-7.png 699w, https:\/\/enterslice.com\/learning\/wp-content\/uploads\/2021\/04\/image001-7-300x166.png 300w\" sizes=\"(max-width: 699px) 100vw, 699px\"\/><\/figure><\/div>\n\n\n\n<ul><li>AEO authorization &ldquo;Customs Simplifications&rdquo; (AEOC)<\/li><li>AEO grant &ldquo;Security&rdquo; (AEOS)<\/li><li>AEO authorization &ldquo;Customs Simplifications &amp; Security&rdquo; (AEOC &amp; AEOS) (The Combined Authorization).<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Origin of AEO Package<\/strong><\/h2>\n\n\n\n<p>AEO is a program developed by the World Customs Organization (WCO) as a safe framework of the standards to facilitate global trade in 2005. After that, India has started to adopt the framework developed by WCO, and it has brought ease in the Customs compliance.<\/p>\n\n\n\n<p>In India, the AEO program was introduced by CBIC (Central Board of Indirect Taxes &amp; Customs in 2011 and in 2012, the Government approached with rules&nbsp; and instructions to reference to AEO program.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Benefits of the AEO<\/strong><\/h2>\n\n\n\n<p><strong><em>Under the program, the entity that is granted the AEO status has certain benefits. It has the following advantages:<\/em><\/strong><\/p>\n\n\n\n<ul><li>Recognition as safe, secure, &amp; compliant business partners in global trade<\/li><li>Faster clearance<\/li><li>Deferred Payment of Duty<\/li><li>MRA recognition<\/li><li>The facility of Direct Port Delivery (DPD)\/ Direct Port Entry (DPE)<\/li><li>Waiver of whole or part of the Bank Guarantee requirements<\/li><li>Waiver of Merchant Overtime Fees (MOT)<\/li><li>Faster disbursal of drawback amount<\/li><li>Fast-tracking of refunds and adjudications<\/li><li>Access to Client Relationship Manager.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Who can apply for the AEO Package?<\/h2>\n\n\n\n<p><strong><em>Anyone who is involved in global supply chain carrying custom related activities can apply for AEO certification notwithstanding of business size:<\/em><\/strong><\/p>\n\n\n\n<ul><li>Importer &amp; Exporter<\/li><li>Warehouse operator<\/li><li>Logistic service provider (i.e., carriers, airlines, etc.)<\/li><li>Custom bankers<\/li><li>Custodians or terminal operators<\/li><li>Custom house agents<\/li><li>Port operators, Stevedores, etc.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">The eligibility criterion for the AEO Package<\/h2>\n\n\n\n<p><strong>Anyone who wants to apply for AEO certification must be eligible to do so<em>. The eligibility criterion is as follows:<\/em><\/strong><\/p>\n\n\n\n<ul><li>The business must be established in India;<\/li><li>It must be involved in activities related to Custom;<\/li><li>It must have dealt with at least 25 Customs documents, either bill of entry or shipping bill; and<\/li><li>Must be in business for the last three Financial Years.<\/li><\/ul>\n\n\n\n<p>It is a mandate for the company to be in place for the last 3 Financial Years preceding the financial year of the application date. However, in exceptional circumstances, the newly established business can be granted AEO certification, based on the physical verification of internal controls by considering:<\/p>\n\n\n\n<ul><li>its financial status;<\/li><li>maintenance of approved security &amp; safety standards;<\/li><li>commercial management system; and<\/li><li>Transport record (if necessary).<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">What is the Validity &amp; Renewal of the AEO Package?<\/h2>\n\n\n\n<p>AEO certificate is issued for a certain period and is to be renewed from time to time.<\/p>\n\n\n\n<p><strong><em>The same is explained in the tabular form below:<\/em><\/strong><\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>AEO Status<\/strong><\/td><td><strong>Applicability<\/strong><\/td><td><strong>Validity<\/strong><\/td><td><strong>Renewal<\/strong><\/td><\/tr><tr><td>AEO &ndash; T1<\/td><td>It is granted to an importer or an exporter only without any physical verification of the place.<\/td><td>3 year<\/td><td>30 days<\/td><\/tr><tr><td>AEO &ndash; T2<\/td><td>It is granted to an importer or an exporter only after physical verification of the place.<\/td><td>3 Year<\/td><td>60 days<\/td><\/tr><tr><td>AEO &ndash; T3<\/td><td>It is granted to: an importer or an exporter, who enjoyed the AEO T2 status for 2 years, preceding the&nbsp; date of application;an importer or an exporter holds the AEO T2 certificate, and its other business partners are holders of AEO T2 or AEO LO certificates or any other equivalent certificate issued by foreign Customs.<\/td><td>5 Year<\/td><td>90 days<\/td><\/tr><tr><td>AEO &ndash; LO<\/td><td>It is granted to economic operators other than an importer or an exporter only after physical verification of the place.<\/td><td>5 Year<\/td><td>90 days<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">What are the relaxations given to MSME in relation to the AEO?<\/h2>\n\n\n\n<p>MSME stands for Micro, Small, and Medium Enterprises. It has come out as a dynamic sector of the Indian economy over the last few decades.
