The NGO and the Civil Society Groups have demanded in a letter to the CEO of FSSAI to postpone the conscription of regulation against uncertified organic farmers and to exempt local traders from these regulations. In this blog, we&rsquo;re going to dig in deeper to know more about it. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Food Safety and Standards Regulations\n2017<\/h2>\n\n\n\n<p>The FSSAI under the Section 92 (1) of the FSS Act which is &ldquo;Power of Food Authority to make Regulations&rdquo; made a regulation namely, the &ldquo;<strong>Food Safety and Standards {Organic Foods} Regulations, 2017<\/strong>&rdquo;. This regulation was made available to the public on the 22<sup>nd of <\/sup>June 2017. It consists of three chapters <strong><a href=\"https:\/\/enterslice.com\/learning\/fssai-guidelines-organic-foods\/\">setting up guidelines the organic food<\/a><\/strong> labeling and certification and Imports and Reciprocity. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is India Organic?<\/h2>\n\n\n\n<p>India\nOrganic is a certification mark used by manufacturers of organically farmed\nfood products. The food products containing the certification mark certifies it\nand proves that the food product complies with the National Standards for\nOrganic Products {NPOP} established in the year 2000. <\/p>\n\n\n\n<p>The\ncertification mark came into existence in the year 2002, even though the\nNational Standards for Organic Products {NPOP} is in effect since 2000.&nbsp; <\/p>\n\n\n\n<p>The\nstandards ensure that the products are produced without using any chemical\nfertilizers, induced hormones, or pesticides. The government agency that issues\nthis certification is the Agricultural and Processed Food Products Export\nDevelopment Authority {APEDA}. This authority works under the National Program\nfor Organic Production of the Government of India.&nbsp; &nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is India Organic Certification?<\/h2>\n\n\n\n<p>The <strong><a href=\"https:\/\/enterslice.com\/learning\/fssai-regulations-organic-food\/\">organic certification<\/a><\/strong> is a certification scheme that is used to certify\/ approve products that comply with organic food standards. The FSSAI allowed small organic producers having a turnover of over\nRs. 12 lakhs to sell their products without obtaining the Organic\nCertification. However, such organic producers won&rsquo;t be able to use the &lsquo;Jaivik\nBharat&rsquo; logo.<\/p>\n\n\n\n<p>Also,\nthe FSSAI gave similar relaxation to Aggregators having a turnover of Rs. 50\nlakhs. However, organic food retailers need to comply with existing\ncertification norms.&nbsp; The regulatory body\nsaid that the self-certification of the aggregators and small organic producers\nhaving prescribed turnovers would be considered. However, the limits of\ncontaminants and insecticides will also be checked in case of such exempted\ncategories of producers and aggregators. These exemptions will be valid until 1\nApril 2020.<\/p>\n\n\n\n<p><\/p><h3><b>Also, Read:<\/b> <mark style=\"background: #fffd03 !important;\"><a href=\"https:\/\/enterslice.com\/learning\/food-security-card-everything-you-need-to-know\/\">Food Security Card &ndash; Everything You Need to Know<\/a><\/mark>.<\/h3>\n\n\n\n<h2 class=\"wp-block-heading\">Why the NGOs urged FSSAI to postpone\nits decision?<\/h2>\n\n\n\n<p>The NGOs gave the following reasons for requesting the FSSAI to defer its decision of enforcing the <strong>Food Safety and Standards {Organic Foods} Regulations 2017<\/strong><sup><a href=\"https:\/\/fssai.gov.in\/cms\/standards-organic-food.php\"><strong>[1]<\/strong><\/a><\/sup>; <\/p>\n\n\n\n<ul><li>They think that there is no\npreparedness for organic certification in our country<\/li><li>The certification process is costly\nwhich is a problem for poor organic producers<\/li><li>Additionally, the certification\nprocess is complicated and hence inaccessible for small or rather uneducated\nfarmers<\/li><li>They also think that although the\ncertification can be taken from the government as well as private sectors, the\nonline requirements are &ldquo;long-drawn, comprehensive and impossible.&rdquo;<\/li><li>They said that the government\nshould take into account a large number of unregistered organic producers<\/li><li>They also noted that the exemption\nregulations do not apply to the organic food retailers and hence will continue\nto affect marketing opportunities for the uncertified organic farmers<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Issues in the Current Certification\nsystem<\/h2>\n\n\n\n<p>The significant\nproblems in the present Organic Certification system are the following;<\/p>\n\n\n\n<ul><li>The existing Organic\nCertification process is expensive and sophisticated. Therefore the procedures\nshould be made simpler &nbsp;and cheaper so\nthat small and marginal organic farmers across the country can reach it <\/li><li>Presently there is a lack of\ninfrastructure facilities such as Labs and Certification Bodies<\/li><li>There are only export regulated\norganic <a class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemTitle&gt;Market&lt;\/div&gt;&lt;div class=glossaryItemBody&gt;A market is a structured environment, either physical or virtual, where buyers and sellers convene to trade goods and services. This trading hub operates based on the principles of supply and(...)&lt;\/div&gt;\"  href=\"https:\/\/enterslice.com\/learning\/terms\/market\/\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'>market<\/a> in our country<\/li><li>Also, there is low awareness\nabout organic inputs<\/li><li>There are a large number of small\nfarms with weak organizational buildings<\/li><li>Organic products are expensive <\/li><li>There is a lack of development\nstrategies for the organic market&nbsp; <\/li><li>The present knowledge for the development\nof the organic market is scattered and is not easily accessible, just like any\nother developing country<\/li><li>The organic market is a\nbuyers\/consumers driven market <\/li><li>The organic producers, processors,\nand traders are disjointed <\/li><li>The R&amp;D investment is low on\norganic farming in our country although it is a significant development factor<\/li><li>Although the government should\ntake the initiative from its end and &nbsp;provide\nadequate incentives to promote sustainable agriculture in the country still\nthere is fever incentives from the government&rsquo;s side<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion<\/h2>\n\n\n\n<p>The civil society sectors and NGOs requested the FSSAI to postpone its decision of enforcing the Food Safety and Standards (Organic Foods) Regulations, 2017. The current certification for organic food is costly and complicated, and that&rsquo;s what the NGOs wants the <strong><a href=\"https:\/\/enterslice.com\/fssai-registration\">FSSAI <\/a><\/strong>to reconsider.&nbsp; That is the reason why they urged the regulatory body to defer its decision. Till date, the FSSAI has not taken any steps towards the NGOs&rsquo; requests.
