This GST return filing system was introduced in the <strong>28<sup>th<\/sup> GST council meeting<\/strong><sup><a href=\"http:\/\/www.gstcouncil.gov.in\/sites\/default\/files\/Minutes\/Signed%20Minutes%20-%2028th%20GST%20Council%20Meeting.pdf\"><strong>[1]<\/strong><\/a><\/sup> (See &ldquo;Simplification of GST Returns&rdquo;) held on 21<sup>st<\/sup> July 2018. The government introduced a simplified form for GST return filing in which taxpayers would need to fill less information than before in comparison to regular taxpayer. This new introduced GST filing system is known as GSTR Sahaj and Sugam. While, the tax has to be paid monthly via challan. <\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" loading=\"lazy\" width=\"365\" height=\"366\" src=\"https:\/\/enterslice.com\/learning\/wp-content\/uploads\/2019\/06\/image-6.png\" alt=\"GST Sugam\" class=\"wp-image-18670\" srcset=\"https:\/\/enterslice.com\/learning\/wp-content\/uploads\/2019\/06\/image-6.png 365w, https:\/\/enterslice.com\/learning\/wp-content\/uploads\/2019\/06\/image-6-150x150.png 150w, https:\/\/enterslice.com\/learning\/wp-content\/uploads\/2019\/06\/image-6-300x300.png 300w\" sizes=\"(max-width: 365px) 100vw, 365px\"\/><\/figure><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Eligibility for GST Sugam Return filing<\/h2>\n\n\n\n<p>Small taxpayers having a turnover of 5\ncrores or less dealing in B2B and B2C supplies can opt for GSTR Sugam in order\nto file their quarterly returns.&nbsp; &nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">When can you file GST Sugam?<\/h2>\n\n\n\n<p>A return shall be filed quarterly with the government but tax has to be paid monthly by the taxpayer.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Contents of GST Sugam<\/h2>\n\n\n\n<p>This new form is divided into two following\nparts:<\/p>\n\n\n\n<ul><li>Annexure\nof supplies <\/li><li>GSTR\nSugam form. <\/li><\/ul>\n\n\n\n<p>Let&rsquo;s discuss both in detail:-<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Annexure of Supplies <\/h3>\n\n\n\n<ol><li>The taxpayer has to provide basic details like GSTIN, trade name, legal name related to the taxpayer.<\/li><li>The annexure should be uploaded before filing the return.<\/li><li>Details of the invoices can be uploaded in real time.<\/li><li>This return can only be filed by taxpayers dealing with consumers, registered and unregistered persons, in the domestic <a class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemTitle&gt;Market&lt;\/div&gt;&lt;div class=glossaryItemBody&gt;A market is a structured environment, either physical or virtual, where buyers and sellers convene to trade goods and services. This trading hub operates based on the principles of supply and(...)&lt;\/div&gt;\"  href=\"https:\/\/enterslice.com\/learning\/terms\/market\/\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'>market<\/a> only<\/li><li>Businesses having supplies in the international market have to file annexure for quarterly returns.<\/li><li>This annexure can also be used in case where they need to report debit and credit notes in case of supplies made to registered persons (B2B).<\/li><li>HSN code is mandatory.<\/li><\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">GSTR Sugam form<\/h3>\n\n\n\n<ul><li><strong><em>Basic details of the taxpayer.<\/em><\/strong><ul><li>Summary of the supplies made and tax liability &ndash; Such data will be auto-populated from supplies annexure.<\/li><li>Details of the interest and late fee liabilities.<\/li><li>Details of payment of taxes including GST, CGST, IGST.<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul><li><strong>Points to remember in this are:<\/strong><ol><li>This return can only be filed by taxpayers dealing with consumers, registered and unregistered persons, in the domestic market only.<\/li><li>Payment can be made through cash or credit as per rules.<\/li><li>Adjustment in ITC will be reported in table 4.<\/li><\/ol><\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Major Differences between Sahaj, Sugam\nand Quarterly returns<\/h2>\n\n\n\n<figure class=\"wp-block-table is-style-stripes\"><table><tbody><tr><td>\n  <strong>Sahaj<\/strong>\n  <\/td><td>\n  <strong>Sugam<\/strong>\n  <\/td><td>\n  <strong>Quarterly returns<\/strong>\n  <\/td><\/tr><tr><td>\n  Only\n  for taxpayers providing supplies to B2C in domestic market.\n  &nbsp;\n  <\/td><td>For   taxpayers providing supplies to B2C and B2B in domestic market.   <\/td><td>For   all small taxpayers making exports, imports, B2C, B2B, SEZ.    <\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">General Instructions to fill GSTR Sugam Form <\/h2>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" loading=\"lazy\" width=\"603\" height=\"406\" src=\"https:\/\/enterslice.com\/learning\/wp-content\/uploads\/2019\/06\/image-7.png\" alt=\"GSTR Sugam\" class=\"wp-image-18672\" srcset=\"https:\/\/enterslice.com\/learning\/wp-content\/uploads\/2019\/06\/image-7.png 603w, https:\/\/enterslice.com\/learning\/wp-content\/uploads\/2019\/06\/image-7-300x202.png 300w\" sizes=\"(max-width: 603px) 100vw, 603px\"\/><\/figure><\/div>\n\n\n\n<ol><li>The taxpayer who has made supplies to\nconsumers and unregistered (B2C) and to registered persons only can file this\nreturn.<\/li><li>If input tax credit is availed during\nthe first two months of the quarter will be adjusted from the claim and if the\nbalance becomes negative then it will be added to the liability of the same\nquarter.<\/li><li>If the tax is paid within the first\ntwo months of the quarter then it will be adjusted against the total liability\nof the quarter.<\/li><li>Payment can be made in cash or credit\nas per rules.<\/li><li>In some cases, wherever the value is\nreported in terms of debit or credit notes, negative numbers or values should\nbe reported as it is. <\/li><li>Reversal of the credit under the rules\n37, 39, 42 &amp; 43 will be reported as the net of reclaimed input tax credit,\nif any. <\/li><li>Any adjustment in input tax credit,\ndue to transition from composition or otherwise will be reported in table 4 for\n<a class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemTitle&gt;Accounting&lt;\/div&gt;&lt;div class=glossaryItemBody&gt;Accounting is the language of business, serving as the backbone of financial management and decision-making. This\nis a simplified tax filing mechanism which would require less information of\nthe taxpayer. Taxpayer engaged in both (B2B) business to business and (B2C)\nbusiness to consumer supplies in India will only be able to opt for the GSTR\nSugam to file their quarterly return. <\/p>\n\n\n\n<p>GST Sugam consists of two parts, which are Annexure of Supplies and GST Sugam form.
