It is also responsible for issuing BIS Certification and implementation of these standards and certifying products that meet the specified standards. The objective is simple &ndash; to ensure that the Indian public gets to consume and use products that are safe and reliable and are up to certain defined standards.<\/p>\n\n\n\n<p>The Bureau was set\nup in 1986 before which the Institute responsible for standardization in\nIndia was the Indian Institute of Standards (ISI). The BIS is headquartered at\nNew Delhi with regional offices at Mumbai, Kolkata, Chennai, Delhi, and Chandigarh, and\nabout 20 branch offices spread across the country.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Is\nit mandatory to obtain BIS certification?<\/strong><\/h2>\n\n\n\n<p>BIS registration is a voluntary process wherein\nmanufacturers can apply to the Bureau to get their products certified so that\nconsumers readily accept the products thereby creating a competitive edge for\nthe brand.<\/p>\n\n\n\n<p>The government of India has made it mandatory for certain products to be registered with BIS keeping in mind public health and safety. Under the 0 (CRS) manufacturers of such products can neither manufacture nor sell, distribute, export, import or store for sale such products without the mandatory <a href=\"https:\/\/enterslice.com\/bis-certification-in-india\">BIS certification<\/a> and Standard Mark.<\/p>\n\n\n\n<p>The CRS has two parts to it &ndash;<\/p>\n\n\n\n<ol><li>Scheme\n&ndash; I also called the ISI Mark Scheme<\/li><li>Scheme\n&ndash; II also called the Registration Scheme<\/li><\/ol>\n\n\n\n<p>Under Scheme-I, there are about 136 identified\nproducts that need to bear the ISI Mark so that the manufacturers of such\nproducts &ndash; Indian as well as foreign manufacturers &ndash; are able to commercially\nsell and distribute them in the Indian <a class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemTitle&gt;Market&lt;\/div&gt;&lt;div class=glossaryItemBody&gt;A market is a structured environment, either physical or virtual, where buyers and sellers convene to trade goods and services. This trading hub operates based on the principles of supply and(...)&lt;\/div&gt;\"  href=\"https:\/\/enterslice.com\/learning\/terms\/market\/\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'>market<\/a>. In this case, the manufacturers need to obtain ISI registration and go\nthrough the mandatory process of ISI certification. The broad product\ncategories include &ndash; <\/p>\n\n\n\n<ul><li>Cement\n(13 products),<\/li><li>Electrical\nhousehold goods (15 products), <\/li><li>Batteries\n(1 product), <\/li><li>Food\n&amp; related products (15 products), <\/li><li>Oil\npressure stove (3 products),<\/li><li>Automobile\naccessories (4 products), <\/li><li>Cylinders,\nvalve, and regulation (15 products), <\/li><li>Medical\ndevices (3 products), <\/li><li>Steel\nproducts (58 products),<\/li><li>Electrical\nmotors (2 products), <\/li><li>Capacitors\n(3 products), <\/li><li>Chemicals\nand fertilizers (1 product)<\/li><li>Kitchen\nappliances (2 products), and <\/li><li>Domestic\nWater Heaters for use with LPG (1 product).&nbsp;\n<\/li><\/ul>\n\n\n\n<p>The ISI certification process under normal\nprocedure is a long-drawn process which takes about 4 &ndash; 6 months to come\nthrough and under the simplified process takes about a month to complete. The\nmanufacturer needs to pay the required ISI Mark Certification costs along with\nthe application, necessary documents, and\ntest reports so that the Bureau starts the process of ISI registration.<\/p>\n\n\n\n<p>Under Scheme &ndash; II, there are about 42\nelectronic and Information Technology related equipment and about 6\nphotovoltaic equipment and components that have been identified for mandatory\nBIS registration. The products that feature in the compulsory listing under Scheme\n&ndash; II of CRS include &ndash;<\/p>\n\n\n\n<ul><li>Amplifiers with an input power of 2000W and above; <\/li><li>Automatic data processing\nmachines; <\/li><li>Electronics clocks with mains\npower; <\/li><li>Electronic games (video); <\/li><li>electronic musical systems with\ninput power 2000Watts and above;<\/li><li>Laptop\/Notebook\/Tablet; <\/li><li>Microwave ovens; <\/li><li>Optical disc players with\ninbuilt amplifiers of input power 200Watts and above; <\/li><li>Plasma\/LCD\/ LED TVs of screen\nsize 32&rdquo; and above; <\/li><li>Printers\/plotters; scanners; <\/li><li>Set-top box;<\/li><li>Telephone answering machines;<\/li><li>Visual Display Units and video\nmonitors of screen size 32&rdquo; and above; <\/li><li>Wireless keyboards; <\/li><li><strong>Passport\nreader; <\/strong><\/li><li>Cash registers; <\/li><li>Copying machines\/duplicators; <\/li><li><strong>POS\nterminals; <\/strong><\/li><li>Mail processing\nmachines\/postage machines\/franking machines; <\/li><li>Smart card reader; <\/li><li>Power banks for use in portable\napplications; <\/li><li>Mobile phones; <\/li><li>Self-ballasted LED lamps for\ngeneral lighting; <\/li><li>DC or AC supplied electronic\ncontrol gear for LED modules; <\/li><li>Power adaptors for audio, video\nand similar electronic apparatus; <\/li><li>Power adapters for IT equipment; <\/li><li>Fixed general-purpose LED luminaries, <\/li><li>UPS\/Investors of rating&lt;= 5KVA; LED Floodlights;\n<\/li><li>LED hand lamps; <\/li><li>LED lighting chains;<\/li><li>UPS\/Investors of rating &lt;=10 KVA; <\/li><li>Sealed secondary\ncells\/batteries containing alkaline or other non-acid electrolytes to be used\nin portable applications; <\/li><li>Indian language support for\nmobile phone handsets; <\/li><li>Recessed LED luminaries; <\/li><li>LED luminaires for emergency lighting; <\/li><li>Plasma\/LCD\/LED TV of a screen size up to\n32; <\/li><li>Visual Display units, video\nmonitors of a screen size up to 32;&nbsp;\n<\/li><li>CCTV cameras\/CCTV recorders; <\/li><li>Adapters for household and\nsimilar electrical appliances; <\/li><li>USD driven barcode readers,\nbarcode scanners, IRIS scanners, optical fingerprint scanners;<\/li><li>Smartwatches;<\/li><li>Crystalline silicon terrestrial\nphotovoltaic (PV) modules;<\/li><li>Thin film terrestrial\nphotovoltaic (PV) modules; <\/li><li>Power inverters for use in the photovoltaic\npower system;<\/li><li>Storage battery; and <\/li><li>Utility-interconnected\nphotovoltaic inverters.<\/li><\/ul>\n\n\n\n<p><em>Today\nwe will study in-depth the process for obtaining BIS certification for two\nhighlighted products from the list above-Passport Readers and Point of Sale\nTerminals.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Product Description<\/strong><\/h2>\n\n\n\n<ul><li>Both\nthe products mentioned above are covered by the Indian Standard number IS\n13252(Part 1):2010*, named as Information\nTechnology Equipment Safety: General Requirements. This particular IS\ncorresponds to the IEC 60950-1:2005 standard.<\/li><li>The\nscope of the standard specifically covers aspects related to safety with the\npurpose of reducing or eliminating risks related to fire, radiation, electric\nshocks, heat-related risks, hazards\nrelated to energy, mechanical and chemicals. These are hazards that the user of\nthe equipment can face or the servicing person.<\/li><li>While\nthe standard does not dwell on the performance and look related aspects of the\nequipment, it definitely applies to the components that have been used to make\nthe equipment.<\/li><li>The\nstandard is applicable for Indian as well as foreign manufacturers.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>BIS Registration Process<\/strong><\/h2>\n\n\n\n<p>Step No. 1 &ndash; Testing of the sample. The\nmanufacturer or the applicant first need\nto send a sample of his product for testing to a BIS Approved lab in the\ncountry and submit the lab fees. The objective is to have the sample tested for\nconformance to the above-mentioned standard. The lab generates a test report\nusually within 15 days of submission of the sample.<\/p>\n\n\n\n<p>Step No. 2 &ndash; Apply online. The applicant now\nneeds to register at <a href=\"https:\/\/www.crsbis.in\/BIS\/login.do\" rel=\"nofollow noopener noreferrer\" target=\"_blank\">CRSBIS<\/a>\nto complete the application process. Completed Form VI with the signature of\nthe applicant needs to be uploaded online.<\/p>\n\n\n\n<p>Step\nNo. 3 &ndash; Submit documents. Upload online all the required documents as per the\nlist mentioned in the next segment.&nbsp; <\/p>\n\n\n\n<p>Step\nNo. 4 &ndash; Pay the fees. Submit the required government fees or the BIS\ncertification costs online via NEFT. There is also the option of making\npayments via Demand Draft.<\/p>\n\n\n\n<p>Step\nNo. 5 &ndash; Sending the hard copy. After successful online submission, the hard\ncopies of the Form along with the documents, Test report in original and proof\nof submission of fees needs to be submitted at the BIS head office within 15\ndays. It is essential that the copies reach within the stipulated time else the\napplication is rejected and the manufacturer needs to reapply. <\/p>\n\n\n\n<p>Step\nNo. 6 &ndash; Bureau scrutinizes the application. The concerned department of BIS now\nevaluates the application and documents carefully. It might raise queries and\nobjections to certain shortcomings in the application. All the queries and\nshortcomings need to be answered by the applicant within the given time-frame.\nDelays caused on the part of the applicant can hinder the certification\nprocess.<\/p>\n\n\n\n<p>Step\nNo. 7 &ndash; once the officials are satisfied with answers and reverts gave by the applicant, the product gets\ncertified. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>BIS Certification mandatory documents<\/strong><\/h2>\n\n\n\n<p>Here is a list of essential documents that are\nrequired to be submitted along with Form VI:-<\/p>\n\n\n\n<ol><li>Test\nreports in original along with an undertaking signed by the applicant. It is important\nto note here that the report that is submitted along with the application is\nnot more than 90 days old. If it is then the application is rejected.<\/li><li>Copy\nof manufacturing license.<\/li><li>In\ncase the brand is registered, the Trademark registration copy and in the event\nthe registration is under process, a copy\nof the application for Trademark registration.<\/li><li>For\nforeign manufacturers, documents with respect to the appointment of the\nAuthorized Indian Representative (AIR) as required under the Foreign Manufacturers\nCertification Scheme along with Company Registration Certificate<\/li><li>Authorization\nletter from the owner in case the application is signed on his behalf by an authorized representative.<\/li><li>Undertaking\nfor IS 13252 (Part 1): 2010* <a class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemTitle&gt;Amendment&lt;\/div&gt;&lt;div class=glossaryItemBody&gt;An &amp;quot;amendment&amp;quot; refers to the formal change or correction of a legal document, often involving additions, variations, or deletions to address irregularities or clarify points in an agreement.(...)&lt;\/div&gt;\"  href=\"https:\/\/enterslice.com\/learning\/terms\/amendment\/\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'>amendment<\/a>.<\/li><li>For\nIndian manufacturers, Affidavit as per Format C signed by the MD\/CEO of the\ncompany. In case signed by an authorized person, the ID proof of the signatory.<\/li><li>In\ncase of foreign manufacturers, affidavit cum undertaking as per Format A or B,\nas is applicable, signed by the CEO\/MD of the liaison office. In case it is\nsigned by an authorized signatory, ID\nproof of the person.<\/li><\/ol>\n\n\n\n<p>The BIS might ask for additional documents like\nCritical Components and Materials list, design\nand layout of the printed circuit board, User manual and other technical\nspecifications like power output, input power, and\nwattages, etc. which need to be submitted by the applicant. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>BIS Certification costs<\/strong><\/h2>\n\n\n\n<p>In order to get the product BIS certified, the\nmanufacturer needs to pay fees towards testing at the lab and also government\nfees. What is the proof that a product listed under CRS is BIS registered?<\/strong><\/p>\n\n\n\n<p>The proof is the Standard Mark on the product and its outer packaging. This mark consists of a clearly defined monogram, the IS number and the manufacturer&rsquo;s BIS registration number.&nbsp; All products that are listed under the <a href=\"https:\/\/enterslice.com\/learning\/compulsory-registration-schemes\/\" target=\"_blank\" rel=\"noopener noreferrer\">CRS Scheme<\/a> &ndash; II are required to have this mark printed or embossed before being sold or distributed in the market.<\/p>\n\n\n\n<p><strong>3. Is the Certificate valid for a lifetime?<\/strong><\/p>\n\n\n\n<p>No. BIS Certificate is valid for a period of\ntwo years only and needs to be renewed every two years. The ideal way is to\napply for renewal at least one month in advance. The renewal form along with\nthe requisite fees and few mandatory documents need to be submitted online for\nrenewal. The test report is usually not required to be re-submitted until and\nunless there have been modifications in the product or there have been\namendments in the particular Indian Standard. <\/p>\n\n\n\n<p><strong>6.
