This authority is responsible for issuing <a href=\"https:\/\/enterslice.com\/bis-certification-in-india\" target=\"_blank\" rel=\"noopener noreferrer\">BIS Certificatio<\/a><strong><a href=\"https:\/\/enterslice.com\/bis-certification-in-india\">n<\/a> <\/strong>to a variety of products and systems. Its predecessor was the Indian Standards Institute (ISI) setup by the Department of Industries and Supplies in 1946. The ISI was mainly responsible for certifying industrial products. In this article, we will discuss <g class=\"gr_ gr_63 gr-alert gr_gramm gr_inline_cards gr_run_anim Grammar only-ins replaceWithoutSep\" id=\"63\" data-gr-id=\"63\">Significance<\/g> of Acquiring BIS Certification. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How many products were initially identified for BIS\nCertification?<\/strong><\/h2>\n\n\n\n<p>Till date, there are about 136 such products that\nhave been identified for compulsory ISI registration. Products include &ndash;\ncement, LPG cylinders and valves, automobile tyres, kitchen appliances, wiring\ncables, electric motors and other electrical appliances etc. These products\ncannot be sold or commercially distributed, imported or exported without the\nISI Certification in India. The proof of having obtained the ISI certification\nis that the product is required to bear the ISI Mark which is a guarantee that\nthe product conforms to the corresponding Indian Standards developed by BIS.\nOther than these identified and listed products, manufacturers of all other\ntypes of products in India could apply for voluntary BIS certification and use\nthe ISI Mark. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Which Products need mandatory BIS Registration?<\/strong><\/h2>\n\n\n\n<p>However, in 2012, the Ministry of Electronics and\nInformation Technology (MeitY) issued a notification that listed about 15\nproducts that needed mandatory BIS registration before being sold, distributed\nor stored for sale in the country. Such products were classified under the\nCompulsory Registration Scheme (CRS) Scheme &ndash; II. The difference between\ncertification of these electronic and IT related products and ones listed by\nthe Ministry of Public Affairs, Food &amp; Public Distribution was &ndash; the former\nproducts were classified under the Scheme &ndash; I of CRS and required the ISI Mark\nas a proof of being registered whereas these products required to bear the\nStandard Mark as a proof of certification and conformance to the relevant\nIndian Standard. <\/p>\n\n\n\n<p>Later the Ministry revised the list to include 15 more products in 2014 and 13 additional products in 2017. In 2017 the Ministry of New and Renewable Energy passed an order to include 6 products related to photovoltaic equipment for <a href=\"https:\/\/enterslice.com\/learning\/compulsory-registration-schemes\/\" target=\"_blank\" rel=\"noopener noreferrer\">compulsory registration under Scheme<\/a> &ndash; II. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Important Facts about CRS<\/strong><\/h2>\n\n\n\n<p>4 important points that need to be noted about CRS\nare: &ndash;<\/p>\n\n\n\n<ul><li>The BIS registration number and\nthe ISI Registration number are unique and is issued only to the manufacturer\nof the products.<\/li><li>They are specific to the\nmanufacturer, the location of manufacture, the brand and the product type.<\/li><li>For products being manufactured\nat different locations, the manufacturer needs to apply for separate\nregistration.<\/li><li>For different brands being\nproduced in the same location, the manufacturer is required to apply for\nseparate registrations.<\/li><\/ul>\n\n\n\n<p><em>Let us discuss in detail the\nBIS registration process, the applicable fees and the documents required to get\ntwo products-cash registers and copying machines\/duplicators registered with\nBIS under CRS Scheme-II.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Products\nunder Discussion<\/strong><\/h2>\n\n\n\n<ol><li>Cash Registers<\/li><li>Copying Machines\/Duplicators<\/li><\/ol>\n\n\n\n<p>Both these product types are governed by\nthe Indian Standard number IS 13252(Part\n1):2010* called the Information Technology Equipment Safety: General\nRequirements. Whether it is an Indian manufacturer or foreign based, in order\nto manufacture, store for sale, import, sell or distribute such products within\nthe geographical boundaries of the country, the manufacturer needs to first get\nhis product tested at a BIS-approved lab and then apply for BIS certification.\nThe lab tests whether the manufacturer&rsquo;s product conforms to the laid down\nsafety standards in the IS 13252(Part 1):2010*. The scope of the standard,\nhowever, does not cover the functional and performance aspects of the\nequipment. The primary objective of the standard is to reduce risks pertaining\nto different kinds of identified hazards to the user of these equipment as well\nas servicing personnel. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>BIS Registration\nProcess<\/strong><\/h2>\n\n\n\n<p>The registration\nprocess for the products mentioned above includes\nthe following steps:-<\/p>\n\n\n\n<ol><li><strong>Getting the sample\ntested<\/strong><\/li><\/ol>\n\n\n\n<p>The first step is for the manufacturer to contact\nan authorized lab from BIS-approved list\nof labs in the country and send his sample product for testing for conformance.\nHe is also required to deposit the requisite lab fees for getting the test\ndone. The lab takes about 15 days to generate the test report. <\/p>\n\n\n\n<ul><li><strong>Filling application\nonline<\/strong><\/li><\/ul>\n\n\n\n<p>Once the test report is received, the manufacturer\nor his authorized applicant needs to\napply online for BIS certification. Form VI needs to be filled in online at <a href=\"https:\/\/www.crsbis.in\/BIS\/login.do\" rel=\"nofollow noopener noreferrer\" target=\"_blank\">https:\/\/www.crsbis.in\/BIS\/login.do<\/a>.<\/p>\n\n\n\n<ul><li><strong>Submission of fees<\/strong><strong><\/strong><\/li><\/ul>\n\n\n\n<p>The\ngovernment fees need to be deposited\nonline via NEFT or via a Demand Draft. Details of the lab fee and the\ngovernment costs have been mentioned below.<\/p>\n\n\n\n<ul><li><strong>Submission of\nrequired documents<\/strong><\/li><\/ul>\n\n\n\n<p>There is a list of mandatory documents that the\napplicant needs to upload online so that the application can be processed for BIS\nregistration. The test report needs to be uploaded too.<\/p>\n\n\n\n<ul><li><strong>Hard copy to send to\nBIS headquarters<\/strong><\/li><\/ul>\n\n\n\n<p>After online submission of the application form,\nfees, and documents, the same needs to be\nsent to the headquarters of the Bureau in New Delhi within 15 days of\nsubmission of the form online. <\/p>\n\n\n\n<ul><li><strong>Review of application<\/strong><\/li><\/ul>\n\n\n\n<p>The concerned department of BIS now reviews and\ninspects the entire application form in detail. Different queries are raised,\nand they might even ask for additional documents. There might be shortcomings\nin the application all of which needs to be answered by the applicant\nappropriately. <\/p>\n\n\n\n<ul><li><strong>Product certification\napproved<\/strong><\/li><\/ul>\n\n\n\n<p>Once the documents and processes are found to be\nsatisfactory by the Bureau, it goes ahead with certifying the product. The\nstatus is uploaded online. In case sending\nDemand Draft, the same needs to be sent with the hard copy of the form and the\ndocuments.<\/li><li>Completed and signed\nForm VI. <\/li><li>Original test\nreport.<\/li><li>Proof of address of\nthe manufacturing unit &ndash; the Business License or any other Government document.<\/li><li>In case the form is\nsigned by an authorized signatory an authorization letter from the CEO.<\/li><li>Two undertakings &ndash;\none accompanying the Test report which in essence means that the product\nconforms to the required IS and the other related to IS\n13252 (Part 1): 2010 <a class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemTitle&gt;Amendment&lt;\/div&gt;&lt;div class=glossaryItemBody&gt;An &amp;quot;amendment&amp;quot; refers to the formal change or correction of a legal document, often involving additions, variations, or deletions to address irregularities or clarify points in an agreement.(...)&lt;\/div&gt;\"  href=\"https:\/\/enterslice.com\/learning\/terms\/amendment\/\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'>amendment<\/a> 2.<\/li><li>Proof of the brand being\nregistered &ndash; in case the brand is registered, the brand registration\ncertificate and in case it is still under registration, the application form\nfor Trade Mark registration.<\/li><li>Foreign manufacturers who have\na liaison or branch office in India, need to submit a Government document to\nprove the registration of the branch office along with an affidavit cum\nundertaking on the prescribed format &ndash;\nFormat A &ndash; signed by the CEO or the MD of the company. In case the affidavit\ncum undertaking is signed by an authorized\nsignatory, it needs to be accompanied by an authorization letter from the\nCEO\/MD along with the photo ID of the signatory.<\/li><li>Indian manufacturers need to\nsubmit an affidavit as per Format C signed by the CEO. In case the affidavit is\nsigned by an authorized signatory, then an authorization letter from the CEO\nneeds to accompany the affidavit along with his ID proof.<\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Frequently Asked\nQuestions<\/strong><\/h2>\n\n\n\n<ol><li><strong>How much is the ISI\nCertification cost?<\/strong><\/li><\/ol>\n\n\n\n<p>In order to get a\nproduct ISI certified, manufacturers of such products need to bear theISI Certification cost. This typically\nincludes &ndash; Application fees, testing charges, factory audit charges by BIS\nofficials, annual license fee and performance bank guarantee.<\/p>\n\n\n\n<p><strong>2. What are the guidelines for the Standard Mark?<\/strong><\/p>\n\n\n\n<p>The labeling specifications pertaining to Standard\nMark is as mentioned below-<\/p>\n\n\n\n<ul><li>The monogram that is\na pictorial representation needs to be present. It can be enlarged or reduced\nin size.<\/li><li>The Mark can be in a\nsingle color\nor multi-color. There are specifications\npertaining to a multi-colour pattern that\nmanufacturers need to stick to.<\/li><li>BIS permits the use\nof either the Standard Mark or the words, &ldquo;Self-declaration-conforming to IS\n(Number)&rdquo; on the product and the packaging. The Registration number needs to be\nmentioned alongside the words or below the Standard Mark.<\/li><li>The Standard mark\nneeds to be either printed or embossed so that it is visible, legible,\nnon-removable and indelible.<\/li><\/ul>\n\n\n\n<p><strong>3. What is the renewal process of the certificate?<\/strong><\/p>\n\n\n\n<p>The BIS\ncertification is valid for a period of two years from the date of registration.\nIt needs to be renewed once every two years. The renewal process needs to start\nat least a month prior to the expiry of\nthe current certificate. The process is as follows &ndash;<\/p>\n\n\n\n<ul><li>The renewal process can\nbe initiated online at <a href=\"https:\/\/www.crsbis.in\/BIS\/renewalInst.do\" rel=\"nofollow noopener noreferrer\" target=\"_blank\">https:\/\/www.crsbis.in\/BIS\/renewalInst.do<\/a>.<\/li><li>Form IX needs to be\nfilled up, signed and uploaded online.<\/li><li>The relevant renewal\nfees need to be submitted online.<\/li><li>The production report\nneeds to be filled in.<\/li><li>Foreign\nmanufacturers and registered users with BIS who do not have their liaison\noffice in India need to appoint their Authorized Indian Representative as per\nspecifications of the Bureau.<\/li><li>Foreign\nmanufacturers and registered users of BIS with their liaison office in India\nneed to submit an affidavit cum undertaking as per Format A or Format B\nwhichever is applicable.<\/li><li>Indian manufacturers\nregistered with BIS need to submit an affidavit cum undertaking as per Format\nC.<\/li><li>The list of major\ndistributors of the product needs to be uploaded too.<\/li><li>After the online submission is completed, the hard copies\nof all the documents and forms submitted online need to reach the BIS office\nwithin 15 days of online submission.<\/li><\/ul>\n\n\n\n<p><strong>4. What needs to be done by the applicant before applying online for BIS registration<\/strong>?<\/p>\n\n\n\n<ul><li>The first step is to\nconfirm if the product falls under the purview of the CRS.<\/li><li>If the product is a\npart of the CRS scheme it needs to be tested. Remember the test report that is\nsubmitted along with the online form during application cannot be more than 90\ndays old.<\/li><li>It is the job of the\napplicant to ensure that the applied product complies with the relevant IS, as\nmentioned in the test report.<\/li><li>The Authorized\nIndian Representative needs to be appointed by foreign manufacturers who do not\nhave a branch office or liaison office in India.<\/li><li>Signup on the\nwebsite of BIS (site address given above) to obtain the User Id and password.<\/li><li>Once the User Id and\npassword is obtained, the applicant needs to sign in on the site and start the\nprocess by clicking on the New Product registration.<\/li><\/ul>\n\n\n\n<p><strong>5.
