It is authorized to issue BIS Certification for products and systems. The Bureau is headquartered at New Delhi and has regional offices at all the other three metro cities as well as Chandigarh and about 20 brand offices.&nbsp; In this article, we will discuss Tracing the History of <a href=\"https:\/\/enterslice.com\/bis-certification-in-india\">BIS Certification<\/a> Issuing Authority the Bureau of Indian Standards.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What\nis the purpose of BIS Certification?<\/strong><\/h2>\n\n\n\n<p>The\nmajor tasks of the Bureau are to formulate standards, certify products and\ncarry out Management System Certifications in the country. BIS certification is\na voluntary process where manufacturers can obtain the certificate and use the\nISI Mark or the Standard Mark on their product and packaging to assure their\ncustomers of the quality and safety standards of the product. For such\nmanufacturers there are a number of methods by which they can obtain the\ncertification &ndash; the normal procedure for Indian manufacturers that takes about\n4 months to obtain the registration; the simplified procedure for Indian\nmanufacturers that take about a month for the registration to be awarded;\nTatkal scheme that is applicable generally to manufacturers who need to\nmandatorily acquire the certificate before introducing their product in the\n<a class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemTitle&gt;Market&lt;\/div&gt;&lt;div class=glossaryItemBody&gt;A market is a structured environment, either physical or virtual, where buyers and sellers convene to trade goods and services. This trading hub operates based on the principles of supply and(...)&lt;\/div&gt;\"  href=\"https:\/\/enterslice.com\/learning\/terms\/market\/\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'>market<\/a>; the ECO Mark Scheme for environment friendly products; and the Foreign\nManufacturers Certification Scheme that is applicable for foreign manufacturers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Understand\nthe Basic Facts of Compulsory Registration Scheme of BIS<\/strong><\/h2>\n\n\n\n<p>As\nper the Electronics and Information Technology Goods (Requirements for\nCompulsory Registration) Order, 2012 by the Ministry of Communications and\nInformation Technology in consultation with the BIS &ndash;<\/p>\n\n\n\n<ol><li>No person is allowed to\nmanufacture or store for sale, import, sell or distribute goods which do not\nmeet the specified standard and products and packaging do not bear the Standard\nMark or the words &ndash; Self-declaration conforming to IS _____ on their goods\nafter being registered by the Bureau.<\/li><li>That all goods that are found\nto be substandard and do not meet up to the required standard levels as per the\nspecific IS will be distorted so that they cannot be used. They can alternatively be sold off as scrap by the\nmanufacturer.<\/li><\/ol>\n\n\n\n<p>The\ninitial list released consisted of about 15 product categories where\nmanufacturers had to seek BIS registration on a mandatory <a class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemTitle&gt;Basis&lt;\/div&gt;&lt;div class=glossaryItemBody&gt;In finance, the &amp;quot;basis&amp;quot; is a term with several applications, including representing the difference between the spot price and the future contract price of an asset, which is vital in investment(...)&lt;\/div&gt;\"  href=\"https:\/\/enterslice.com\/learning\/terms\/basis\/\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'>basis<\/a> under the\nCompulsory Registration Scheme. The list included categories like &ndash; Electronic Games\n(Video), Laptop\/Notebook\/Tablet, Plasma\/LCD\/LED TVs with screen size 32&rdquo; and\nabove, Optical Disc player with built-in amplifiers of input power 200 W and\nmore, Microwave ovens, Visual Display units and Video monitors of screen size\n32&rdquo; and more, Printers and Plotters, Scanners, Wireless keyboards, Telephone\nanswering machines, amplifiers with input power of 2000W and more, Electronic\nmusical systems with input power 200 W and more, Electronic clocks with mains\npowers, set-top box and automatic data processing\nmachine. <\/p>\n\n\n\n<p>Later\nin November 2014, 15 more categories were added by the Ministry. In August 2017\nthe list was further increased with another 13 product categories. The same\nyear in September, the Ministry of New and Renewal Energy included 6 products\npertaining to Solar Photovoltaics, Systems, Devices, and Components Goods.<\/p>\n\n\n\n<p>These\nproducts categories are all governed by the Scheme &ndash; II under the CRS.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Compulsory\nRegistration Scheme &ndash; Scheme I<\/strong><\/h2>\n\n\n\n<p>This\nScheme is also called the ISI Mark Scheme. About 136 products have been\nincluded in the scheme where manufacturers need to mandatorily obtain ISI\ncertification before selling or distributing or exporting their products. The\nsame rule applies for Indian as well as foreign manufacturers. After being\ngranted ISI registration, it is necessary that the product and the packaging\nbear the ISI Mark as a guarantee of quality and safety of the product.\nDifferent categories include &ndash; cement; electrical household goods; batteries;\nfood &amp; related products; automobile accessories; oil pressure stove;\ncylinder valve and regulation; medical devices; steel products; electrical\nmotors; a capacitor; chemicals and\nfertilizers; kitchen appliances; and domestic water heaters used with LPG.<\/p>\n\n\n\n<p><em>Let us discuss the process of\nacquiring BIS Certification for two products- Printers, plotters and scanners.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Products\nunder discussion <\/strong><\/h2>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>\n  <strong>S. No.<\/strong>\n  <\/td><td>\n  <strong>Product Name<\/strong>\n  <\/td><td>\n  <strong>Applicable Indian Standard (IS)<\/strong>\n  <\/td><\/tr><tr><td>\n  1\n  <\/td><td>\n  PRINTERS,\n  PLOTTERS\n  <\/td><td>\n  IS\n  13252(Part 1):2010*\n  <\/td><\/tr><tr><td>\n  2\n  <\/td><td>\n  SCANNERS\n  <\/td><td>\n  IS\n  13252(Part 1):2010*\n  <\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>About\nIS 13252(Part 1):2010* &ndash; this\nis the Indian Standards pertaining to Information Technology Equipment &ndash;\nSafety. The standards have been formulated keeping in mind the safety needs of\nprimarily two types of persons &ndash; the user or the operator and the people who service the equipment. The standards are meant\nfor minimizing and if possible, eliminate hazards related to shocks, fire,\nradiation, and chemical, heat, mechanical\nand energy-related hazards. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Steps of BIS Registration Process<\/strong><\/h2>\n\n\n\n<p>The\nkey steps in the process are &ndash;<\/p>\n\n\n\n<ol><li>The\napplicant or the manufacturer needs to first send a sample product at a BIS\napproved laboratory for testing to confirm that the product conforms to the above-mentioned\nIS. There are specifications mentioned regarding the drawing of the sample for\ntesting. It is essential that the sample is sealed properly to prevent it from\nany damage and needs to be labeled\nproperly. It also mentions that the samples need to be drawn at least once in a\nperiod of two years and sent for testing. The lab tests the sample product and\naccordingly generates a test report.<\/li><\/ol>\n\n\n\n<p>The applicant also needs\nto submit the required Lab Fees to get the sample tested. Relevant\ndocuments (list mentioned below) needs to be submitted too.<\/li><li>The\nBIS Certification cost needs to be deposited either via NEFT or Demand Draft.\nWhile NEFT needs to be done online, the hard copy of the DD needs to be sent to\nthe BIS Headquarters direct. The details of the government fees have been mentioned here &ndash;<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>  <strong> S. Also accompanying should be the NEFT confirmation receipt\nand the DD. All these documents need to reach the main office within 15 days of\nsubmitting an application online. In case\nthe application fails to reach within 15 days the status of the application\ndisplays closed which means that the applicant needs to refill his application.<\/li><li>BIS has a policy of\nscrutinizing applications on first come first basis. The application, the test\nreport and the documents are scrutinized by Appropriate Authority to check for\nconformity of the sample with the specifications of the Indian Standard. <\/li><li>In\ncase of any shortcomings or requirement of additional documents, the\nAuthorities will inform the applicant or the manufacturer and he need to comply\nwith the same on immediate manner. <\/li><li>In\ncase all documents and reverts are found to be appropriate and compliant with\nthe specified Indian standard, the Bureau goes ahead and registers the\nmanufacturer.<\/li><li>The status of the application\nis available online for the manufacturer to check.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Documents\nrequired for BIS Certification <\/strong><\/h2>\n\n\n\n<p>Essential\ndocuments that need to be submitted along with the application form are &ndash; <\/p>\n\n\n\n<ol><li>Test report in original from\nBIS approved lab along with an undertaking.<\/li><li>Address proof of the business\nentity<\/li><li>NEFT confirmation details or\nthe Demand Draft in original<\/li><li>Authorisation letter from the\nCEO in case the application is signed by a representative on his behalf.<\/li><li>Registration proof of the brand\n<\/li><li>Affidavit from Indian\nmanufacturers and affidavit cum undertaking from the appointed Authorized\nIndian Representative (AIR) in case of foreign applicants. <\/li><li>The ID proof of the person who\nhas signed the application and the Affidavit.<\/li><li>Other documents that the BIS\nmight ask for the manufacturer has to oblige and furnish the details and\ndocuments.<\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>BIS\nRegistration Process<\/strong><\/h2>\n\n\n\n<p>The registration process involves distinct steps that need to be complied with in total earnest by manufacturers or applicants to be able to complete the process successfully. Does the Indian Standard IS 13252:2010* cover both professional and home use equipment?<\/strong><\/p>\n\n\n\n<p>Yes.\nThe particular IS 13252:2010* does not differentiate between equipment made for\nhome use and professional use. Clause 3(2) pertains to deforming\nthe product to prevent further use and Clause 4(3) pertains to seizure of the\nproduct.<\/p>\n\n\n\n<p><strong>7. Do the labs retain the tested samples?<\/strong><\/p>\n\n\n\n<p>The\ntesting labs approved by BIS can return or dispose the samples after testing as\nper their policy. Though labs are generally asked to retain the samples at\nleast during the time period the surveillance is not completed.<\/p>\n\n\n\n<p><strong>8. What is the difference between BIS certification and ISI certification<\/strong>?<\/p>\n\n\n\n<p>In\nthe case of ISI registration, BIS officials visit the factory of the manufacturer\nto ascertain that the production processes and the manufacturing unit are in\nline with required specifications. <\/p>\n\n\n\n<p><strong>9. There is a particular format to it, and it is\ncompulsory to adhere to the same. The Standard Mark should be of such quality\nthat it cannot be rubbed off or erased easily and at all times need to be\nlegible, visible and comprehensible. The Mark needs to carry the monogram, the\nunique registration number of the brand and the applicable Indian Standard\nnumber.<\/p>\n\n\n\n<p><strong>11. What is the process of renewal of the certification?<\/strong><\/p>\n\n\n\n<p>The BIS certificate is valid for a period of two years. Renewal application needs to be filled up at least a month prior to expiry of the present certificate. The applicant or the manufacturer needs to fill an online application and deposit the required fees for processing the application. Testing is generally not required in case the product has not undergone any changes from previous specifications. However, Ministry officials can pick-up random samples for testing during surveillance.
