The National Standardization Training Institute was set up by the Bureau in 1995. <\/p>\n\n\n\n<p>While most goods and services being sold, distributed, exported, imported and stored for sale in the country can seek voluntary BIS registration, under the notification from the Ministry of Electronics and Information Technology, there are about 49 products related to electronics and Information Technology that need to be mandatorily certified by the Bureau before being launched commercially in the Indian market. These products feature under the <a href=\"https:\/\/enterslice.com\/learning\/compulsory-registration-schemes\/\" target=\"_blank\" rel=\"noopener noreferrer\">Compulsory Registration Scheme<\/a> CRS Scheme &ndash; II. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Which\nproducts have been identified by the Ministry for compulsory BIS certification<\/strong>?<\/h2>\n\n\n\n<p>The products\nidentified by the Ministry for compulsory BIS Certification are-<\/p>\n\n\n\n<ul><li>Amplifiers with an input power of 2000W and above; <\/li><li>automatic data processing machines; <\/li><li>electronics clocks with mains power; <\/li><li>electronic games (video); <\/li><li>electronic musical systems with input power\n2000Watts and above;<\/li><li>Laptop\/Notebook\/Tablet; <\/li><li>microwave ovens; <\/li><li>optical disc players with inbuilt amplifiers\nof input power 200Watts and above; <\/li><li>plasma\/LCD\/ LED TVs of screen size 32&rdquo; and\nabove; <\/li><li>printers\/plotters; scanners; <\/li><li>set-top box;<\/li><li>telephone answering machines;<\/li><li>Visual Display Units and video monitors of\nscreen size 32&rdquo; and above; <\/li><li>wireless keyboards; <\/li><li>passport reader; <\/li><li>cash registers; <\/li><li>copying machines\/duplicators; <\/li><li>POS terminals; <\/li><li>mail processing machines\/postage\nmachines\/franking machines; <\/li><li>smart card reader; <\/li><li>power banks for use in portable applications;\n<\/li><li>mobile phones; <\/li><li>self-ballasted LED lamps for general\nlighting; <\/li><li>DC or AC supplied electronic control gear for\nLED modules; <\/li><li>power adaptors for audio, video and similar\nelectronic apparatus; <\/li><li>power adapters for IT equipment; <\/li><li>fixed general purpose LED luminaries, <\/li><li>UPS\/Investors\nof rating&lt;= 5KVA; LED Floodlights; <\/li><li>LED hand lamps; <\/li><li>LED lighting chains;<\/li><li>UPS\/Investors\nof rating &lt;=10 KVA; <\/li><li>sealed secondary cells\/batteries containing\nalkaline or other non-acid electrolytes to be used in portable applications; <\/li><li>Indian language support for mobile phone\nhandsets; <\/li><li>recessed LED luminaries; <\/li><li>LED luminaires\nfor emergency lighting; <\/li><li>Plasma\/LCD\/LED TV of a screen size up to\n32; <\/li><li>Visual Display units, video monitors of a screen size up to\n32;&nbsp; <\/li><li>CCTV cameras\/CCTV recorders; <\/li><li>Adapters for household and similar electrical\nappliances; <\/li><li>USD driven barcode readers, barcode scanners,\nIRIS scanners, optical fingerprint scanners;<\/li><li>smart watches;<\/li><li>crystalline silicon terrestrial photovoltaic\n(PV) modules;<\/li><li>Thin film terrestrial photovoltaic (PV)\nmodules; <\/li><li>power inverters\nfor use in the photovoltaic power system;<\/li><li>Storage battery; and <\/li><li>Utility-interconnected photovoltaic\ninverters.<\/li><\/ul>\n\n\n\n<p><em>Here is a checklist of things that are\nrequired to be done by the manufacturers of Visual Display Units, Videos\nMonitors of Screen Size 32&rdquo; and above and Wireless Keyboards to obtain BIS\ncertification.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Product\nDescription<\/strong><\/h2>\n\n\n\n<figure class=\"wp-block-table table table-bordered\"><table><tbody><tr><td>\n  <strong>Product Name<\/strong>\n  <\/td><td>\n  <strong>Applicable Indian Standard<\/strong>\n  <\/td><\/tr><tr><td>\n  VISUAL DISPLAY UNITS, VIDEOS MONITORS\n  OF SCREEN SIZE 32&Prime; AND ABOVE\n  <\/td><td>\n  IS 13252(Part 1):2010*\n  <\/td><\/tr><tr><td>\n  WIRELESS KEYBOARDS\n  <\/td><td>\n  IS 13252(Part 1):2010*\n  <\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p><strong>Details of <\/strong><strong>IS13252(Part 1):2010*<\/strong><\/p>\n\n\n\n<ul><li>This Indian standard pertains to\nmains-operated and battery-operated IT equipment\nand goods.<\/li><li>It applies to even the components and\nsubassemblies that form part of the IT equipment.<\/li><li>The objective is to minimize risks associated\nwith hazards like fire, electric shock or physical injury to the user or\noperator of the equipment, a layman who comes in contact with the equipment and\nthe person who services the equipment.<\/li><li>The IS or the Indian standard does not in any\nway cover the functional and performance related aspects of the equipment. It\nmentions only standards pertaining to safety aspects of the equipment. It also\nis not applicable to instruments that run without electric power, are part of\ninstallation wiring and where the power-supply system is not a built-in part of\nthe equipment.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>BIS\nCertification procedure<\/strong><\/h2>\n\n\n\n<ol><li>The first step in the process is to submit a\nsample product along with the applicable fees to a BIS recognized laboratory in\nthe country for testing the sample for conformity to Indian Standard IS 13252(Part 1):2010*. The lab fees applicable for\nthe products are as mentioned below:-<\/li><\/ol>\n\n\n\n<figure class=\"wp-block-table table table-bordered\"><table><tbody><tr><td>\n  <strong>Product Name<\/strong>\n  <\/td><td>\n  <strong>Labor<\/strong><strong>\n  Testing Fees (INR)<\/strong>\n  <\/td><\/tr><tr><td>\n  VISUAL DISPLAY UNITS, VIDEOS MONITORS\n  OF SCREEN SIZE 32&Prime; AND ABOVE\n  <\/td><td>\n  40,000 \/-\n  <\/td><\/tr><tr><td>\n  WIRELESS KEYBOARDS\n  <\/td><td>\n  28,500\/-\n  <\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<ul><li>In the next step, the manufacturer or his designated applicant needs to register the brand online to generate the User Id and password. This needs to be done online at <a href=\"https:\/\/www.crsbis.in\/BIS\/login.do\">https:\/\/www.crsbis.in\/BIS\/login.do<\/a>. <\/li><li>Once the online registration is done, the manufacturer or the applicant needs to fill the application form online. The prescribed form for BIS registration is Form VI. <\/li><li>Along with the form, the applicant needs to submit the required <a href=\"https:\/\/enterslice.com\/bis-certification-in-india\" target=\"_blank\" rel=\"noopener noreferrer\">BIS Certification<\/a> costs. This can be done online via NEFT or through a demand draft that needs to be physically mailed to the BIS headquarters. The mandated government fees for the two products are:-<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-table table table-bordered\"><table><tbody><tr><td>\n  <strong>Product Name<\/strong>\n  <\/td><td>\n  <strong>Government Fees (INR)<\/strong>\n  <\/td><\/tr><tr><td>\n  VISUAL DISPLAY UNITS, VIDEOS MONITORS\n  OF SCREEN SIZE 32&Prime; AND ABOVE\n  <\/td><td>\n  53,000 \/-\n  <\/td><\/tr><tr><td>\n  WIRELESS KEYBOARDS\n  <\/td><td>\n  53,000\/-\n  <\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<ul><li>All\nsupporting documents (refer list below of required documents) need to be\nuploaded on the site along with the application. Incomplete documents can lead\nto delayed BIS certification. Hence, this step needs to be done with great\ncare. <\/li><li>The Test\nreport needs to be uploaded online. The test report cannot be older than 90\ndays on the date of submission otherwise it will be rejected.<\/li><li>After online\nsubmission of the form, fees and required documents, it is important to save\nthe acknowledgment of the submission.\nThis acknowledgment along with the signed\nand stamped Form, documents and test reports in original needs to be submitted\nat the BIS headquarters in New Delhi within 15 days of online submission.<\/li><li>The\nconcerned department officials at BIS will now scrutinize and review the form\nand the papers submitted. In case of any further query, additional documents\nrequired or any shortcoming in the application, test report or documents BIS\nwill inform the applicant and he needs to act immediately to have all issues resolved.\nMore the delay caused by the applicant in reverting back or compiling as\nrequired, more time will the certification take.<\/li><li>On\nsatisfactory revert to queries and provided all documents are as per\nrequirement, the Bureau goes ahead and certifies the product.<\/li><li><strong>BIS certification<\/strong> is uploaded\nonline for the applicant to view the status.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Documents\nrequired for BIS certification<\/strong><\/h2>\n\n\n\n<ol><li>Screenshot of online submission of Form VI or the acknowledgment received.<\/li><li>NEFT\nconfirmation or the DD along with a photocopy.<\/li><li>Form VI\nsigned by authorized signatory and\nbearing the company stamp.<\/li><li>Test reports\nin original.<\/li><li>Undertaking\naccompanying the test report for conformity with the required Indian Standard.<\/li><li>Undertaking\nfor IS 13252 (Part 1): 2010 <a class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemTitle&gt;Amendment&lt;\/div&gt;&lt;div class=glossaryItemBody&gt;An &amp;quot;amendment&amp;quot; refers to the formal change or correction of a legal document, often involving additions, variations, or deletions to address irregularities or clarify points in an agreement.(...)&lt;\/div&gt;\"  href=\"https:\/\/enterslice.com\/learning\/terms\/amendment\/\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'>amendment<\/a> 2 to confirm\nthat the product complies with the amendments made to IS 13252 (Part 1):2010.<\/li><li>Business\nlicense or any other Government document as proof of the registered address of the manufacturing unit.<\/li><li>Authorization\nletter from CEO if the application is signed by an authorized signatory.<\/li><li>Brand name\nregistration certificate. In case the brand is still under registration, the\nTrade Mark application form.<\/li><li>For Indian\nmanufacturers, an affidavit as per Format\nC. In case the affidavit is not signed by the CEO, authorization letter along with\nPhoto Id of the signatory. <\/li><li>In case of\nforeign manufacturers, official documents to prove that the mentioned liaison\noffice belongs to the manufacturer, affidavit cum undertaking as per Format A\nand authorization letter from CEO\/MD if signed by an authorized signatory and\nhis ID proof.<\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>FAQ&rsquo;s\nRegarding BIS Certification<\/strong><\/h2>\n\n\n\n<p><strong>1.What is ISI Certification?<\/strong><\/p>\n\n\n\n<p>Under the\nScheme-I of CRS, about 136 products have been identified by the Ministry of\nConsumer Affairs, Food and Public Distribution where the manufacturer needs to\nobtain the ISI certification in order to sell, import\/export, distribute or\neven store for sale such products. These products that need the ISI\nregistration mandatorily have been sub-grouped under 9 categories &ndash; cement,\nelectrical transformers, steel products, medical equipment, cylinders valves and regulators, automobile accessories,\noil stoves, food items, and household\nelectrical items. The ISI certification is a mandatory requirement for Indian\nas well as foreign manufacturers.<\/p>\n\n\n\n<p><strong>2. What is the process of obtaining ISI certification?<\/strong><\/p>\n\n\n\n<p>There are\ntwo ways of obtaining the ISI Mark. <\/p>\n\n\n\n<ul><li>The first process is called the Normal\nprocess where the manufacturer first applies for the registration along with\nthe ISI Mark certification costs. BIS officials then conduct a factory\nevaluation on the premises post which the product samples are tested in the\nfactory as well as sent to BIS-approved lab for offsite testing. The ISI\nregistration is approved only when the test reports and the factory evaluation\nreport are up to the mark and the manufacturers agree to pay the parking fees. This method takes about six\nmonths for the certification to come through.<\/li><li>The other process is the Simplified process.\nHere the manufacturer first has his product samples tested at a BIS recognized\nlab. He then files the application and submits the test report. If the report\nis found satisfactory, BIS officials visit the factory premises for an onsite\nvisit. The documents submitted and the factory report is evaluated and if found\nto be satisfactory, the ISI registration is granted. In this process, the\nproduct is certified within a month&rsquo;s time.<\/li><\/ul>\n\n\n\n<p><strong>3. What are ISI Mark certification costs?<\/strong><\/p>\n\n\n\n<p>The costs have\ndifferent components to it &ndash;BIS application fees, factory audit fees, initial\nlab testing fees, sample testing fee, annual license fee, consultancy fee, and the Performance Bank Guarantee.<\/p>\n\n\n\n<p><strong>4. What is the validity of the BIS certification?<\/strong><\/p>\n\n\n\n<p>The BIS\ncertification is valid for a period of two years. Which means that it needs to\nbe renewed before the certification expires. Typically, manufacturers should\napply for renewal at least a month prior to the expiry of the ongoing term. It\nis a simple process. The renewal application needs to be filled online. The\nrenewal fees need to be submitted too. Generally, if other conditions remain the\nsame, the Bureau does not ask for a retesting. However, if conditions have\nchanged, for example, the IS has undergone alteration\nand amendment, retesting would be required. Officials from the Ministry of\nElectronics and Information Technology can, however, pick up samples for testing at any point.<\/p>\n\n\n\n<p><strong>5. What is the Standard Mark?<\/strong><\/p>\n\n\n\n<p>The Standard\nMark is made up of three components &ndash; the monogram, the IS number and the\nregistration number of the manufacturer.<\/p>\n\n\n\n<p><strong>6. How is the manufacturer penalized for not obtaining the BIS Certification under CRS?<\/strong><\/p>\n\n\n\n<p>Any\nmanufacturer if found to be selling such products that require mandatory\nregistration before selling or launching in the Indian market, can be punished\nby law. Such products are seized and deformed so that they cannot be sold, or\nthe manufacturer is bound to sell them off as scrap.<\/p>\n\n\n\n<p><strong>7. What are the necessary specifications regarding Standard Mark?<\/strong><\/p>\n\n\n\n<p>The Mark\nneeds to be either printed or embossed on the product and its packaging. If the\nproduct is too small, Mark can be printed\non the packaging alone.
