In order to make ISI&rsquo;s working constitutional in status, the BIS Act 1986 came into being where the ISI was renamed as the Bureau of Indian Standards (BIS). The authority is responsible for assigning <strong><a href=\"https:\/\/enterslice.com\/bis-certification-in-india\" target=\"_blank\" rel=\"noopener noreferrer\">BIS Certification<\/a><\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What is the Objective of the\nBureau of Indian Standards?<\/strong><\/h2>\n\n\n\n<p>The objective, other than providing the Institute\nstatutory powers was to help in development\nof more standards, promotion of these standards, and certification of products\nand also to set up various quality management systems in accordance with ISO\nstandards. <\/p>\n\n\n\n<p>As part of the product certification process,\nproducts need to be tested at BIS approved labs within the country. However,\nmanufacturers of most goods and products in the country can opt for BIS\ncertification on a voluntary <a class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemTitle&gt;Basis&lt;\/div&gt;&lt;div class=glossaryItemBody&gt;In finance, the &amp;quot;basis&amp;quot; is a term with several applications, including representing the difference between the spot price and the future contract price of an asset, which is vital in investment(...)&lt;\/div&gt;\"  href=\"https:\/\/enterslice.com\/learning\/terms\/basis\/\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'>basis<\/a>. Since products registered with BIS bear the\nstamp of certification, consumers are guaranteed about the safety and the\nquality of the product when they buy it. This trading hub operates based on the principles of supply and(...)&lt;\/div&gt;\"  href=\"https:\/\/enterslice.com\/learning\/terms\/market\/\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'>market<\/a> for the manufacturer. <\/p>\n\n\n\n<p>The exceptions to this voluntary certification are\ncertain products identified by the following ministries where the manufacturer\nneeds to obtain the BIS registration on an obligatory basis.<\/p>\n\n\n\n<ul><li>Ministry of Public Affairs, Food &amp; Public Distribution, <\/li><li>Ministry of Electronics and Information Technology (MeitY) and <\/li><li>Ministry of New and Renewable Energy <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What are the details of CRS under BIS\ncertification?<\/strong><\/h2>\n\n\n\n<p>These products that need to bear the <a href=\"https:\/\/enterslice.com\/bis-certification-in-india\" target=\"_blank\" rel=\"noopener noreferrer\">BIS registration <\/a>mark mandatorily fall under the Compulsory Registration Scheme (CRS) of the Bureau. The CRS is divided into two categories &ndash;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Scheme &ndash; I or ISI Mark Scheme<\/strong> <\/h3>\n\n\n\n<p>There are 136 products included under this scheme.\nAs per the rule, manufacturers &ndash; Indian or overseas &ndash; need to obtain the ISI\ncertification before launching or selling or distributing their products\ncommercially in the Indian market. This has been done keeping in mind the\nproduct quality that needs to conform to a certain prescribed standard and\nspecification. <\/li><li>Power\ninverters for use in the photovoltaic power system;<\/li><li>Storage\nbattery; and <\/li><li>Utility-interconnected\nphotovoltaic inverters.<\/li><\/ul>\n\n\n\n<p>Few noteworthy points about CRS are:\n&ndash;<\/p>\n\n\n\n<ul><li>After\nBIS registration and ISI Registration, the manufacturer is assigned a unique\nnumber.<\/li><li>This\nregistration number bears specific information pertaining to the manufacturer,\nlocation of manufacture, the brand, and\nthe product type.<\/li><li>The\nmanufacturer needs to apply for separate registrations for the same product\nbeing manufactured at different locations.<\/li><li>At\nthe same manufacturing unit if different brands are being manufactured by the\nsame manufacturer, he still needs to apply for separation registration numbers.<\/li><\/ul>\n\n\n\n<p><em>Our topic of discussion is the BIS registration process for the following two products under Scheme &ndash; II of CRS. These are-<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A. Product Description<\/strong><\/h3>\n\n\n<table class=\"table table-bordered\">\n<tbody>\n<tr>\n<td style=\"text-align: center;\"><strong>S.N.<\/strong><\/td>\n<td style=\"text-align: center;\"><strong>Product Name<\/strong><\/td>\n<td style=\"text-align: center;\"><strong>Applicable Indian Standard<\/strong><\/td>\n<\/tr>\n<tr>\n<td>1<\/td>\n<td>SELF-BALLASTED LED LAMPS FOR GENERAL LIGHTING SERVICES<\/td>\n<td>IS 16102(Part 1):2012*<\/td>\n<\/tr>\n<tr>\n<td>2<\/td>\n<td>DC OR AC SUPPLIED ELECTRONIC CONTROLGEAR FOR LED MODULES<\/td>\n<td>IS 15885(Part 2\/Sec 13):2012*<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n\n\n<p>Details of the Indian Standards &ndash;<\/p>\n\n\n\n<ol><li><strong>IS 16102(Part 1):2012* &ndash;<\/strong> The Self Ballasted LED Lamps for\nGeneral Lighting Services &ndash; Safety Requirements. &ndash; the scope covers all\ndomestic and general lighting purposes self-ballasted LED lamps that have a\nrated wattage up to 60 W; and rated\nvoltage of DC supplies up to 250 V or AC\nsupplies up to 1000 V at 50 Hz. It covers\nthe safety and interchangeability\nrequirements. The IS (Part 1) was adopted by BIS after seeking approval from\nthe Electro-technical Division Council. This Indian Standard also has a second\npart that deals with the performance\nrequirements of the lamps.<\/li><li><strong>IS 15885(Part 2\/Sec 13):<\/strong>2012* was adopted by BIS after due\napproval from the Electro-technical Division Council. The scope covers general\nand safety requirements for electronic control gear for LED modules with supply\nvoltages up to 1000 Volts DC and 1000\nVolts at 50 Hz AC. These control gears for LED modules are required to provide\nconstant voltage or current at SELV or higher voltages.<\/li><\/ol>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>B. Steps of BIS certification<\/strong><\/h3>\n\n\n\n<p>Submit a sample of the product at a BIS recognized lab for testing along with the testing fees. The laboratory will take about 15 days to test the sample for conformance and non-conformance aspects and generate the test report.<\/p>\n\n\n\n<p>Sign in at <a rel=\"noopener noreferrer\" href=\"https:\/\/www.crsbis.in\/BIS\/login.do\" target=\"_blank\">https:\/\/www.crsbis.in\/BIS\/login.do<\/a>.using your existing User Id and password. New applicants need to first register themselves at the site before proceeding with the application process.<\/p>\n\n\n\n<p>Fill online Form VI.<\/p>\n\n\n\n<p>Make the required payment of government fees via NEFT or Demand Draft.<\/p>\n\n\n\n<p>Upload the required documents (list given below).<\/p>\n\n\n\n<p>After completing the online submission process, the applicant is required to submit the hard copy of the Form, the original test report, acknowledgment of online submission and copies of the other documents to the BIS head office.<\/p>\n\n\n\n<p>After the hard copy is received, BIS officials start with the scrutiny process. The application and the documents are checked thoroughly. In case of queries and shortcomings, the applicant would be required to respond back in the given time frame.<\/p>\n\n\n\n<p>The product is certified only when the documentation and other requirements are fulfilled as per BIS rules and regulations. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>C. Documents required for BIS certification<\/strong><\/h3>\n\n\n\n<p>The list of mandatory documents include &ndash;<\/p>\n\n\n\n<ol><li>Copy\nof Acknowledgement received about the online\nsubmission of the form.<\/li><li>Business\nlicense or any other official document as address proof.<\/li><li>Demand\nDraft in original or screenshot of NEFT payment confirmation. <\/li><li>An\nauthorization from the CEO or manufacturer in case the application is signed by\nan authorized signatory.<\/li><li>Form\nVI to be signed by ink by the applicant along with the official stamp.<\/li><li>For\nregistered brands, the registration certificate. In case the brand is owned by\nanother entity or individual, an authorisation\nletter from the brand owner.<\/li><li>For\nunregistered brands, a copy of the\nTrademark application. If owned by another person or entity, an authorisation letter from the brand owner.<\/li><li>Affidavit\nas per format C for Indian manufacturers. Else the application is canceled, and the manufacturer needs to re-apply again.<\/p>\n\n\n\n<ul><li><strong>What is the validity period of the test report?<\/strong><\/li><\/ul>\n\n\n\n<p>The test report that is submitted along with the\napplication cannot be more than 90 days old at the time of submission.<\/p>\n\n\n\n<ul><li><strong>What is the validity of the BIS certification?<\/strong><\/li><\/ul>\n\n\n\n<p>The certificate is valid for a period of two years.\nBefore the expiry of the current license or registration, it is essential to\nstart the process of renewal of the license. The application for renewal needs\nto be made through the BIS portal and\nForm &ndash; XII needs to be filled up. Required documents along with the renewal fee\nalso need to be submitted alongside. The license will expire after 90 days from\nthe date of expiry if the renewal application and the fee are not received by the\napplicant\/manufacturer in the interim period.<\/p>\n\n\n\n<ul><li><strong>I am a manufacturer but new to the process of BIS\nregistration. How do I know that I need to get my product mandatorily\nregistered or not?<\/strong><\/li><\/ul>\n\n\n\n<p>The first step for a new manufacturer is checked if his product falls under the CRS or not.
